A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the

The meeting was called to order at 9:00 a.m.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of February 4, 2021
Motion by Steve Danskine, seconded by Ron Paradise, to approve the
minutes of the Development Review Committee Meeting of February 4,
2021, as presented. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.
Chair Phyllis Wallace opened and closed the public forum as there was no public comment.

A. Fernanda Place Addition - Pre-application Meeting
Chair Phyllis Wallace explained this is the applicant's meeting; it is the applicant's time to
talk to the City about the proposed project, to ask questions, and receive answers from the
City's technical staff.
Ms. Hattaway provided a summary of the application explaining the application would be for
an amendment to the existing Planned Unit Development (PUD) known as Fernanda Place,
calling this new application the Fernanda Third Addition. The addition is proposing 167

single family homes with a mixture of 40 and 50 foot wide lots. She explained wetlands
would not be impacted and there would be a 1.75 acre dog park and a quarter acre tot lot
park. She spoke regarding the buffer areas around Osteen Cemetery Road and access
through Fernanda Place phase one and two.
Mr. Paradise spoke regarding traffic, capacity at schools, and environmental concerns.
The applicant and Committee discussed code compliance, and the proposed development
agreement document. The Committee spoke regarding the lot sizes being different from the
first two phases at Fernanda Place, density, setbacks, lot coverage, and landscape
requirements. The Committee stated the development agreement would need to
incorporate language indicating how the residents will use project amenities. The applicant
asked the Committee about the application fees and consulting fees, the traffic impact
analysis, and how to submit the application.
Mr. Galvin and the Committee discussed the additional easements proposed for Osteen
Cemetery Road and possible issues that may come up. The Committee suggested
speaking with the Volusia County School Board on buffers they may require and if they will
allow access points.
B. 988 Elkcam Blvd. - Pre-application Meeting
Ms. Neher explained to the Committee that the property is intended to be used as a
preschool and daycare. The Committee stated the property is not currently zoned for a
preschool and/or daycare, and is currently zoned residential. The property had a
Conditional Use to be a House of Worship. The applicant explained the House of Worship
would still be the use of the property.
The Committee spoke regarding concerns with the current utilities, and needing to seek a
conditional use to become a preschool and/or daycare. The Committee explained the
previous daycare was a supporting use for the residents who attended service at the House
of Worship. They advised the applicant, if the building has had no services within the last six
(6) months, the use would need to be reevaluated.
The applicant and Committee discussed applying for a Conditional Use before being able
to apply for a building permit. They suggested hiring a design professional to help with the
application process. Discussion continued regarding traffic concerns and needing an
updated survey.
Mr. Paradise explained the approval process for a Conditional Use would need to go
before the Planning and Zoning Board and require approval from the City Commission.
C. 1943 Saxon Blvd. - Pre-application Meeting - Medical Office
Mr. Munoz explained to the Committee that he would like to join the properties and add
parking spaces between for a medical office. The Committee stated the properties are
zoned for General Commercial (C-2) and a medical office would be permitted.

Discussion occurred regarding landscaping, stormwater management, parking, utilities,
and a Combination of Lots application.
Mr. Munoz stated he wanted to remove access from Saxon Blvd. The Committee explained
a sidewalk would be required on Exotic Terrace and Saxon Blvd.
The Committee and applicant discussed trees, utilities, yard drainage, dumpster location,
hydrant location, parking lot size requirements for fire apparatuses, and vacating the utility
easements.
D. 2840 Doyle Road - BLDC21-0006 - Permit Approval for a concrete slab
The Committee discussed the property site, including issues with the U-haul agreement,
landscaping, and stormwater retention. The Committee discussed having the applicant
apply for a Final Site Plan application for the concrete pad to allow them to take a look at
the whole property. The Committee stated they would also like to look at the impervious
area ratio.
E. 590 Fort Smith Blvd. Lighthouse Pentecostal Church - Pre-application
Meeting
The Committee explained to Pastor Henry that the Development Order on this property has
expired. Mr. Henry stated the only changes were the footprint and design of the sanctuary.
He affirmed the parking, pavilion, and basketball courts are still the same.
Discussion occurred between the Committee and Pastor Henry regarding sewer. The
Committee explained sewer might be available in the future. The Committee stated the
project would need to go through the full Final Site Plan process due to the utility issue and
related relocations.
