CALL TO ORDER: The meeting was called to order at 9:00 a.m. 2. ROLL CALL: Also present: Carl Lynch, Building Services Division; Tobborah Cottingham, Public Works Department; Dinelia Santana, Planning and Development Services; Zhaokai Liu, Planning and Development Services; Nashla Merced, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Sharon Shivers, Fire Department; William Lopez-Colon, Engineering Department; Michelle Widick, Zev Cohen & Associates Inc.; Ben Kraljev, Lennar Homes; Larry Poliner, RCE Consultants, LLC.; Michael Woods, Cobb Cole; Chad Linn, Linn Engineering; Alejandro Gutierrez, Hillary Dreggors, Janell Taylor, and Megan Blackwell. Present: 5 - Member Steve Danskine Member Leigh Grosvenor Member Jerry Mayes Member Ron Paradise Chair Phyllis Wallace 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of February 18, 2021 Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the minutes of the Development Review Committee Meeting of February 18, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. Chair Phyllis Wallace opened and closed the public forum as there was no public comment. 6. OLD BUSINESS: None. 7. NEW BUSINESS: A. Vineland Reserve - Pre-application Meeting for Final Plat City of Deltona Page 2 Printed on 3/11/2021 Development Review Committee Minutes March 4, 2021 Ms. Widick explained the Preliminary Plat for Vineland Reserve was already approved and they want to apply for a Final Plat. Ms. Widick and the Committee discussed the current construction on roadways, utilities, and stormwater management. The discussion continued regarding the Final Plat application process, peer review fees, tree mitigation, and updating the utility plans, if any, and street names changes. The Committee explained no vertical construction can happen until all utilities and fire protection has been tested. The applicant explained they would like to go vertical as soon as possible. B. Lark Court - Pre-application Meeting Mr. Poliner expressed his concerns about wetlands in the area and asked about a connection to water. The Committee stated there is a 12-inch water main on the east side of Saxon Blvd. Discussion occurred regarding gravity sewer and a force main being within 500 feet of the project, lift stations, sloped lots, and the sidewalk fund. Discussion continued on Site Plan requirements, utilities, roadways, stormwater runoff, and compensating storage. The Committee recommended the applicant speak with Volusia County regarding a Right-of-Way permit. The Committee advised a Site Plan application would require a wetland survey. Discussion occurred regarding tree protection and setbacks. C. 2965 Howland Blvd. - Pre-application Meeting - PUD Rezoning Amendment & Large Scale Comprehensive Plan Mr. Woods explained to the Committee the 2965 Howland Blvd. property is zoned C-1 and Business Planned Unit Development (BPUD). He stated he would like to build two (2) high-end apartment communities. He explained there would be over 200 units for each community and is intended to be a high density use. He wanted to speak with the Committee regarding buffers and scheduling a meeting with residents. The Committee explained the application would need a Traffic Impact Analysis (TIA) and spoke about the current multifamily projects that have been approved or are proposed in Deltona. The Committee spoke regarding the proposed property being located in the Commercial Node and The City needing jobs for residents. The Committee proposed the applicant apply for a Mixed Used Planned Unit Development (MPUD) to allow commercial and residential use. Discussion occurred regarding setbacks, landscape buffers, utilities, and needing a tree, scrub jay, and a threatened/endangered species survey. The applicant asked about the application process and timelines. The Committee advised the applicant about flood zone issues and requirements for adequate access to accommodate fire safety. The Committee suggested to schedule a meeting with neighbors because they are vocal on City of Deltona Page 3 Printed on 3/11/2021 Development Review Committee Minutes March 4, 2021 changes in the area and advised turn lanes may be required for this area. D. 823100000030 - Pre-application Meeting for Subdivision Exemption Applications located in the 100 year floodplain. Ms. Greggors explained she wants to purchase the subject parcel of land to have her family build homes on. The Committee explained subdividing this lot would be a huge challenge due to the land is environmentally constrained. Discussion occurred regarding an engineer coming to look at the flood zone and needing a survey showing the lot touching the road. The Committee suggested keeping one dwelling unit on this lot based on extensive wetlands and floodplains. E. 2201 Conway Dr. - Pre-application Meeting - Multi-family Mr. Linn spoke regarding the Site Plan process and changes made to the preliminary plans. Staff explained there are wetlands in this area and there is an additional 25-foot setback from any wetlands. Discussion occurred regarding mitigation, setbacks, overflow parking, and utilities. The Committee explained a sidewalk would need to be installed along the frontage of the property. They spoke regarding the Fire Department needing access around the building. The applicant stated he would look into reducing the number of units to satisfy the parking requirements. The Committee spoke regarding stormwater, stating the applicant would need to receive a St. Johns River Water Management District permit. 8. STAFF COMMENTS: None. 9.
