CALL TO ORDER: The meeting was called to order at 9:00 a.m. 2. ROLL CALL: Also present: Carl Lynch, Building Services Division; Tobborah Cottingham, Public Works Department; Joseph Ruiz, Planning and Development Services; Dinelia Santana, Planning and Development Services; Zhaokai Liu, Planning and Development Services; Nashla Merced, Planning and Development Services; Kathrine Kyp, Planning and Development Services; Sharon Shivers, Fire Department; William Lopez-Colon, Engineering Department; Marie Pitzer, Poulos & Bennett; Candice Hawks, Poulos & Bennett; Seth Bennett, Poulos & Bennett; Lawrence Spencer, Bryan Utah, Ruben Munoz, and Lester Carrero. Present: 5 - Member Steve Danskine Member Leigh Grosvenor Member Jerry Mayes Member Ron Paradise Chair Phyllis Wallace Development Review Committee Membership Mr. Paradise explained there are three (3) empty seats on the Development Review Committee, made vacant by the last Planning and Development Services Assistant Director, Building Official, and City Engineer. Motion by Ron Paradise, seconded by Leigh Grosvenor, to nominate Joseph Ruiz, Carl Lynch, and Steve Danskine to become members of the Development Review Committee. The motion carried unanimously. 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of March 04, 2021 Motion by Ron Paradise, seconded by Leigh Grosvenor, to approve the minutes of the Development Review Committee Meeting of March 4, 2021, as presented. The motion carried unanimously. 4. PRESENTATIONS/AWARDS/REPORTS: None. 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. OLD BUSINESS: None. 7. NEW BUSINESS: A. Final Plat Application - Courtland Park - SD20-0018 Ms. Merced explained Courtland Park is located South of Doyle Road. The Development Order is for the Final Plat for Courtland Park Phase One for 117 lots. Staff is recommending the City Commission accept the Plat for Phase one of Courtland Park. The Development Order had a special condition of requiring a performance bond be completed prior to the City Commission Meeting as outlined in the Development Order. Motion by Ron Paradise, seconded by Jerry Mayes, to approve the Development Order for Phase One Courtland Park with the conditions outlined in the Development Order. The motion carried unanimously. C. Harmony Clinic Suite 2 - Pre-application Meeting Chair Phyllis Wallace explained the pre-application meetings are for the applicant to ask questions and tell the DRC what they would like to do. She explained the Committee would try to help guide the applicants as they proceed to their submittal. Mr. Munoz explained the new site plan that was not submitted for review, proposing eight (8) new parking spots. The original Harmony Clinic proposal had only enough parking to comply with the City Code for a medical office. The Committee explained the proposed parking at the property line is not allowed, per City Code. Discussion occurred regarding cross access, the change of use for the building, and dumpster and driveway requirements. The Committee suggested the applicant look at the City Code and update the proposal to scale, while the Committee does some research on the dumpster requirements. Mr. Munoz indicated it was the intent to use the property for a medical office. B. Anderson St. - Pre-application Meeting Mr. Spencer explained the proposed project consists of three (3) parcels, and the intent is to subdivide the property into 43 residential lots. He spoke regarding connecting to sewer and the dedication of a rights-of-way and roadways. The Committee recommended Mr. Spencer invest in a civil engineer and legal help with this project. The project would require a rezone from Residential Estate (RE-1) to a Single Family (R1) classification. The rezone application would require public hearings causing the application process to take anywhere from six (6) months to a year. The Committee City of Deltona Page 3 Printed on 3/26/2021 Development Review Committee Minutes March 18, 2021 explained all streets would need to be improved and dedicated to the City, which will require a lot of coordination with residents and a legal team. Discussion occurred regarding wetlands, mitigation, scrub jay habitats, sewer, and buffers. 8. STAFF COMMENTS: None. 9. BOARD/COMMITTEE MEMBERS COMMENTS: None. 10.
