1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
The meeting was run by Ron Paradise in the absence of Ms. Wallace.
2. ROLL CALL:
Also present: Dinelia Santana, Planning and Development Services; Kathrine Kyp,

3. APPROVAL OF MINUTES & AGENDA:
3A. Minutes of March 18, 2021
Motion by Joseph Ruiz, seconded by Leigh Grosvenor, to approve the
minutes of the Development Review Committee Meeting of March 18,
2021, as presented. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.
Mr. Paradise opened and closed the public forum as there were no public comment.
6. OLD BUSINESS:

7. NEW BUSINESS:
7A. 520 Belltower Ave - Pre-application Meeting - Multifamily
Background: ***NOTE***
The attached conceptual site plan for proposed multifamily project located
on 520 Belltower Ave. He is proposing 12 units with two (2) or three (3)

stories. He is asking Staff to provide advance guidance and
pre-application review of proposed project.
Mr. Green explained the proposed project 520 Belltower Ave. would be a two (2) or three
(3) story multifamily building with 12 units. He spoke regarding two (2) access points on
Belltower Ave., which would be one way. He stated the property is below one (1) acre.
Steve Danskine joined the meeting at 9:06 a.m.
Discussion occurred among the Committee regarding the maximum density, parking,
utilities, tree replacement, and soil testing for drainage. The Committee spoke regarding
the means of fire truck access and maneuverability.
Mr. Green and the Committee discussed access points and the height of the building.
Mr. Danskine explained a master meter would be required with individual meters for each
tenants on the right-of-way, and during the permitting process there will be impact fees from
the City and County. He spoke regarding a gap in the water main on Caribbean St. and
advised the applicant to reach out to the City for guidance after testing fire flows.
7B. 2045 Adelia Blvd. - Pre-application Meeting - Subdivision Exemption
Background: ***NOTE***
DEVELOPMENT PROPOSAL
Please reference the attached sketch.
1. (Parcel # 813031000020) Plan to build a single family house on Tract
“B” with a driveway to Elkcam Blvd. along the west edge of the property.
2. (Parcel # 811500000183) I am proposing a split of this lot #14 (2.7
acres zoned RE-1, one house per acre) into four oversized R1-AAA lots
(minimum size 20,000 SF), each about 28,500 square feet.
A house will be built on each of the four lots: single story, 2200-3000 SF,
priced between $335,000 and $400,000. No part of a structure will be
closer than forty (40) feet from the current Lot #14 property line.
Proposed access for the four houses is from Elkcam Blvd. over the
driveway for the Tract “B” house as shown on the sketch built to whatever
specs are required, whether for a joint driveway, private road, or city street.
Upon completion of construction, the currently deeded access easement to
Adelia Blvd. will be abandoned for vehicular traffic.
Water service from the 12” water main in the Elkcam Blvd. ROW, north of
the existing pavement edge.
Sanitary sewer either septic tanks or connection to the 10” sewer line in the
Elkcam Blvd. ROW, south of the existing pavement edge.
A new fire hydrant will be placed in the Elkcam Blvd. ROW just west of the
proposed driveway to meet the 600 foot distance requirement to the four
proposed houses.
Mr. Paradise explained 2045 Adelia Blvd is a request for a subdivision at 2045 Adelia
Blvd., a 2.7 acre parcel north of Elkcam Blvd. The access point would be over a platted

tract.
Mr. Pye spoke regarding the request to access from Elkcam Blvd. He explained, he has
contacted the neighbors regarding this pre-application.
Mr. Paradise explained 2045 Adelia Blvd. would require a rezoning and go through the Plat
process to divide the parcel. Mr. Paradise spoke regarding rural communities. He
explained the proposed roadway would alter the existing neighborhood by creating two front
yard scenarios for Lot 10, Block 729.
Discussion continued regarding setbacks, utilities, and easements.
Mr. Pye spoke regarding restricting open space for pedestrian use only.
The Committee explained if Lot 14 of the unrecorded Plat Jackson remains, the City will
require access to Adelia Blvd. and not through to Elkcam Blvd. The Committee spoke
regarding water and a force main being available, but there is no gravity sewer close by, so
any development would need a lift station to tie into the force main.
Discussion occurred regarding access being private, meaning Home Owner Association
documents regarding maintenance and dedication on the Plat would be required.
Mr. Pye explained he would probably not proceed with the proposal and asked the
Committee for clarification regarding Tract B. Mr. Ruiz spoke regarding the tract may not
meet the required setbacks. Mr. Paradise asked Mr. Pye to submit for staff to further
review.
8. STAFF COMMENTS:
Mr. Paradise spoke regarding 2011 Montero Circle, which came to the DRC in October
and November of 2020. The meeting was regarding the recognition of the subdivision
resulting in the East 87 feet of Lot 8 Block 1377. He explained the DRC stated in October
and November of 2020, they would recognize the Subdivision Exemption of the east 87 feet
in its entirety but did not approve any further subdivision of the east 87 feet of Lot 8. The
subdivision exemption was signed, but with an exhibit containing language stating "less the
12 feet" was accidentally attached, notwithstanding to the DRC determination. The property
was subdivided, and the 12 feet was sold to the property owner to the north in January of
2021.
He explained D.R Horton has applied for a building permit on a 75 foot wide lot
encumbered by the floodplain. In November of 2020 it was clear the DRC was not
interested in allowing further subdivision of Lot 8. However, the owner subdivided the
property. The City Attorney advised Mr. Paradise to revise the property agreement to clarify
what was meant by the DRC action.
Mr. Danskine spoke regarding the access being a civil matter that needed to be handled by

the neighbors and recalled the City stating they did not want to be involved with the access
issue.
Mr. Paradise explained Planning and Development Services tried to clean up an illegal
subdivision, and now there are two (2) more illegal subdivisions.
Motion by Joseph L. Ruiz, seconded by Steve Danskine, to require the
corrective action be taken on the property agreement for the 2011
Montero Circle subdivision. The motion carried unanimously.
Mr. Paradise signed the revised property agreement.
