A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of April 7, 2022
Motion by Jerry Mayes, seconded by Ron Paradise, to approve the
Minutes of April 7, 2021, as presented. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum as there were none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Pre-application Meeting - Auto Parts Store - Site Plan
Mr. Evans spoke regarding the proposed 6,000 sq. ft. auto store.
Mr. Paradise stated the City will no longer accept incomplete or insufficient applications. He
advised the applicant to check the Final Site Plan checklist before submitting it. He
explained the applicant would need to work with Volusia County regarding access on Doyle
and needing a turn lane.
Discussion occurred regarding Tom Lane needing to be improved to provide the access
the applicant is suggesting. The applicant clarified this is a private road.
Mr. Ruiz explained the empty part of this lot is being used for vehicle storage for the
neighboring business located in Volusia County, and this would need to be looked at in the
Site Plan.
Discussion occurred regarding parking, fire truck turning simulations, fire hydrants, and
scrub jay habitats.
The Committee requested the applicant turn in any information regarding Tom Lane when
submitting.
Discussion occurred regarding a turn lane and Chapter 96 in the Land Development Code
(LDC).
B. Pre-application Meeting - Gas Station - Site Plan
Mr. Wood explained the building is already existing and that he would like to install a
canopy and reinstall the fuel cells.
Discussion occurred regarding requiring landscape, stormwater, and parking to be looked
at during the Final Site Plan process.
Mr. Paradise suggested the applicant look at Section 110-808 for landscape requirements.

The Committee suggested the applicant speak with Volusia County regarding the current
access onto Howland Blvd.
Discussion occurred regarding stormwater treatment, flow tests, hydrants, and repaving of
the site.
C. Pre-application Meeting - RV Sales and Equipment - Parcel No.
8106-04-00-0542
Mr. Ojukwu explained the site is currently undeveloped, and he would like to build a
Camping World here for RV Sales and Equipment.
The Committee explained the applicant would need to amend the current Business Planned
Unit Development (BPUD). They explained this is the gateway to the City and would look
into the master planning for the surrounding parcels, and heightened architectural
treatments and landscaping.
Discussion occurred regarding turn lanes, access, and signal improvements.
The Committee suggested the applicant look into Land Use Lawyers to assist with the
rezoning process.
Discussion occurred regarding the construction type, scrub jay habitats, and the current
flood zone.
The Committee suggested the applicant speak to Volusia County for access from Graves
Ave.
Mr. Mayes asked the applicant to submit their proposed staffing and salaries when
submitting the rezoning.
D. Pre-application Meeting - Mixed Use - Mulifamily- Parcel No.
8106-08-00-0100
Mr. Stickler explained they are looking to amend the Mixed-Use Planned Unit Development
(MPUD) to update certain areas.
The Committee stated a rezoning application would be required, and the City is interested
in an age-restricted facility and its commercial use.
Discussion occurred regarding the access point and the tree fund.
The Committee explained the County will need to look at the intersection signal timing. They
suggested the applicants look into putting commercial uses that would make the MPUD
walkable and integrated in agreements with the proposed multi-family.

Discussion occurred regarding phasing.
E. Pre-application Meeting - 1670 Providence Blvd. - School
Ms. Torres explained she would like to change the medical office use to private school use.
The Committee explained the parking would need to be reviewed.
Discussion occurred regarding the number of students, circulation of the property, and
alleyway use.
The Committee stated the reconfiguration would need a Site Plan application.
Ms. Shivers explained the building would need to have sprinklers and alarms installed.
The Committee suggested the applicant hire an engineer before buying the property.
F. Pre-application Meeting - Deltona Christian School - Site Plan
Ms. Silver explained there is a Conditional Use in place to have a school at this location
and she just received the permits to do the renovations inside. She stated the school would
like to build an open-air basketball court, volleyball court, football field, and maintenance
shed.
The Committee explained the Conditional Use process, timeline, and requirements.
Discussion occurred regarding rezoning the properties so the application would not need to
worry about the Conditional Use expiring.
The Committee explained the application would need a Master Site Plan to scale and
requested the proposed list of improvements and existing property lines be added.
Ms. Silver stated there would be sidewalks added to connect the school to the different
amenities.
Discussion occurred regarding the public hearing process.
