Thursday, May 5, 2022 9:00 AM 2nd Floor Conference Room
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of April 21, 2022
Motion by Steve Danskine, seconded by Leigh Grosvenor, to approved
the Minutes of April 21, 2022, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum as there were none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Pre-application Meeting - 3690 Sandlor Drive - Site Plan
The applicant requested to be removed from the agenda.
B. Pre-application Meeting - Alpine Project - Site Plan
Mr. Green explained the concept is for light manufacturing of snacks and food with offices in
the front of the building. He explained he previously met with staff and has taken their
comments into consideration before submitting this concept plan.
The Committee explained the City would be looking for robust cross-access and access
management. They advised a subdivision may be required on this property.
Discussion occurred regarding parking, the truck turnaround, buffers, and circulation.
Mr. Spolski stated the rear of the building would be used for storage and would only have
emergency exits.
The Committee stated an eight (8) foot sidewalk would be required in the right-of-way.
Discussion occurred regarding a parking study, the Committee stated a parking change
may occur, but it would need to be fully supported by an engineer and in APA format.
Discussion occurred regarding cross-access to future projects and limiting access to N.
Normandy Blvd.
The Committee stated this property is a Scrub jay and gopher tortoise habitat.
Discussion occurred regarding utilities, truck turning simulations, and requiring an
environmental survey.
C. Pre-application Meeting - 101 Howland Blvd.- Walmart Accessory Structure
Mr. Wadi explained they would like to create an outdoor storage building for gasoline
powered rental equipment.

The Committee explained the City would not approve this application with the storage in the
front of the building. They suggested looking in other areas and suggested the applicant
review the BPUD for this.
Discussion occurred regarding the appearance of the accessory structure, ventilation, and
vehicular circulation of the structure.
The Committee explained there is an open code case on this matter that needs to be
handled. They explained the structure would need to be moved from the front of the building
until everything could be permitted. The Committee also explained that the kiosk inside
requires a business tax receipt, and possibly a building permit.
Discussion occurred regarding the location of the generator, design options, and
specifications of the containers.
D. Pre-application Meeting - 3131 and 3141 Howland Blvd. - Rezoning
Mr. Manko explained the new proposal is for mixed uses, clarifying the zoning and acreage.
The Committee stated the project looks integrated. The applicant would need to come in for
a rezone as one unit for a Business Planned Unit Development (BPUD) for unified zoning.
Mr. Watts explained Mr. Manko is working with an engineering firm on the rezoning.
The Committee advised the applicant to work on getting a Traffic Impact Analysis approved
by both the County and City.
Mr. Mayes stated the retail and office use in the front is supportable.
Mr. Paradise suggested Mr. Mayes, Mr. Watts, and Mr. Manko have a meeting to discuss
the percentage of the property that will be used for office or deck office space in the
Development Agreement.
Discussion occurred regarding scheduling the meeting after speaking to the engineer, flood
zones, and pedestrian appeal.
The Committee reminded the applicant that these properties are in a Scrub jay habitat and
to not forget access to fire protection equipment.

square feet. Project includes light

offices. The project will be located directly
west of the Hollywood Blvd, across from
Epic Theatres entrance from Normandy
Blvd. Per our initial meeting with Staff, we
have revised the conceptual plan, and
added truck dock so that the truck
circulation will be at the rear and out of
public view from Normandy Blvd; as well as
accommodative access to future Deltona
Village developments. The proposed
parking meets the City Code requirement
of 1.54 spaces per 1,000 square feet, and
will exceed Applicant’s requirements.
Appears that existing water and sewer
available from Normandy Blvd. should be
sufficient to support this project. Access
from Normandy Blvd. has been
preconceived for left turn lane from
Normandy that will require restriping, and
based on the anticipated low average trip
generation from this project, the anticipated
Deltona Village traffic allocation should be
more that accommodative for this addition
to Deltona Village. We appreciate Staff’s
review of our request, and feel free to let us
know if we can answer any questions or
assist further in processing our request.
