A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) the Development Review Committee meeting will
be held in the virtual environment via Webex and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of May 5, 2022
Motion by Ron Paradise, seconded by Joseph L. Ruiz, to approve the
Minutes of May 5, 2022, as presented. The motion carried unanimously.

5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed two minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.
Chair Wallace opened and closed public forum as there were none.
6. OLD BUSINESS:

7. NEW BUSINESS:
A. 273 Enterprise Rd. - Bright Side Storage - DRC Approval for Final Site Plan
Ms. Merced explained SP20-0013 is a proposal for a 64,000 square-foot self-storage
facility. The proposed self-storage facility consists of a 1,360-square-foot leasing office and
410 air-conditioned units ranging from 25 square feet to 450 square feet. The ±5.19-acre
property at 273 Enterprise Road is located within the Enterprise Commercial Overlay
District (EO) and zoned Industrial (I).
The application was submitted on September 27, 2021, and was deemed complete on
October 8, 2021. On May 10, 2022, a final review by the Development Review Committee
and staff determined all outstanding issues were satisfactorily addressed as complete.
Ms. Grosvenor noted there were two (2) conditions added to the Development Order.
1. The AHJ shall have the authority to require fire department access to be provided to
gated areas through the use of an approved device or system (NFPA 1:18.2.2.2). Access
gates intended for automatic operation shall require one primary and one secondary means
for access. The primary means of access will consist of a Siren Operated Sensor (SOS)
system, and the secondary means of access shall be a Knox Key Switch.
2. The connection to the existing 6" main to supply the fire hydrants will be allowed with the
following condition: The required fire flow for the building is 1313 gpm (@ 20 psi) for a flow
duration of 2 hours. The fire hydrant flow tests that will be conducted on the (2) fire hydrants
to be installed shall demonstrate the required fire flow for the project is available. If the
required fire flow is not attainable at any time, the applicant shall provide alternative fire
protection acceptable to the Fire Marshal.
Ms. Merced stated staff recommends the Development Review Committee approve the
Final Site Plan application SP21-0013. This parcel lies within the Enterprise Commercial
Overlay District, therefore, this development must follow the guidelines provided in Section
110-320 of the Land Development Code, which includes but is not limited to site elevations,
lighting, access, landscaping, fencing, walls, etc.
Motion by Ron Paradise, seconded by Joseph L. Ruiz, to approve

SP21-0013 with the conditions outlined in the Development Order. The
motion carried unanimously.
B. Pre-application Meeting - Prescott Blvd. - Subdivision Exemption
The applicant requested to be removed from the agenda.
C. Pre-application Meeting - 2886 Elkcam Blvd. - Conditional Use
Ms. Cortes explained she is already operating a childcare facility at 1651 Doyle Rd. and
wants to move to this location. She would like to utilize to the building on the side of the
church. She stated DCF has already given them the ratio of 50 students in new space. She
spoke regarding the layout of the building and her current business.
The Committee spoke regarding square footage of the building and existing playground.
The Committee explained the Conditional Use process and Change of Occupancy Permit
process.
Discussion occurred regarding past uses of the building and classrooms.
Ms. Shivers explained hiring an architect to design a life safety plan might be in their best
interest since the building does not have sprinklers. This will help with the Fire and Building
Inspections.
D. Pre-application Meeting - 689 Deltona Blvd. - Conditional Use and Site Plan
Ms. Torres explained she wants to make this facility into a school. She stated she realizes it
is not zoned for a school and has spoken to someone regarding this process. She believes
it could be used for a school because it has adequate parking and enough space inside.
Discussion occurred regarding parking, access, and the dumpster needing an enclosure.
The Committee suggested the applicant speaking with the Health Department regarding
the septic needing to be inspected. It was clarified that the property is served by sewer.
Staff discussed the Conditional Use process with the applicant.
Ms. Shivers explained they would need to have a fire alarm system with a life safety plan.
She stated a Change of Occupancy Permit would be required for this application and
suggested the applicant reach out to an architect for assistance with the life safety plan.
E. Pre-application Meeting - 689 Deltona Blvd. - Conditional Use and Site Plan
Ms. Adison-Harris explained she currently runs a daycare on Fort Smith Blvd., and is
licensed with DCF. She explained she has been inside the building and does not need to
make any changes. She will occupy 6,500 sq. ft. of the building, and the other 2,000 sq. ft.
would be occupied by a separate tenant.

The Committee explained the applicant would need to look into getting the dumpster
enclosed and having the septic inspected by the Health Department.
Discussion occurred regarding the parking lot, lack of circulation, and possible locations for
a playground.
The Committee explained the Conditional Use Application requirements, process, and the
importance of a life safety plan.
