Thursday, March 16, 2023 9:00 AM 2nd Floor Conference Room
A. The Development Review Committee meeting is held both in person and
in a virtual environment via Microsoft Teams and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 am.
2. ROLL CALL:

William Lopez-Colon, Deltona Water; Sharon Shivers and Samuel Schaller, Fire Safety;
Kat Kyp, Building Services; Kimberly Castro, City Managers Office; Pete Zahn, Zahn
Engineering; and Teerth Patel.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of March 2, 2023
Motion by Jerry Mayes, seconded by Carl Lynch, to approve the Minutes
of March 2, 2023, as presented. The motion carried unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Committee/Board
members, City staff or members of the public are not allowed and will be ruled
out of order by the Chair.
Chair Wallace opened and closed public forum as there was none.

6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. 2910 Howland Blvd. - SP22-0008- DRC Approval for Final Site Plan
Mr. Ruiz spoke regarding Final Site Plan application, SP22-0008, to redevelop a gas
station with a convenience store located at 2910 Howland Boulevard. He stated
historically this site was used for the same purpose, but was vacant for several years.
The applicant is proposing to install eight (8) gas pumps and three (3) underground
tanks for fuel with a proposed canopy. Mr. Ruiz explained discussion has occurred
regarding the applicant operating the convenience store before construction with a BTR,
but halting once construction begins for safety reasons as a condition. He explained the
applicant stated they will not begin construction until September due to ordering
supplies and mobilization, so the condition would allow them to operate until then.
Mr. Ruiz explained the construction fencing sheet in the Site Plan set it not necessary
and stated it would be removed as per the motion for the Site Plan.
Motion by Joseph L. Ruiz, seconded by Phyllis Wallace, to approve Final
Site Plan application SP22-0008, with the three (3) conditions listed in
the staff report and Development Order. The motion carried
unanimously.

None.
10. ADJOURNMENT:
The meeting adjourned 9:07 am.
