A. The Development Review Committee Meeting is held both in person and
in a virtual environment via Microsoft Teams and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
2. ROLL CALL:
Also present: Dinelia Santana and Jessica Entwistle, Planning and Development
Services; City Commissioner Tom Burbank, David Meyer, Building Official; Kat Kyp,
Building Services; Samuel Schaller, Fire Safety: Kimberly Castro, City Manager's Office.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of March 16, 2023
Motion by Joseph L. Ruiz, seconded by Leigh Grosvenor, to approve the
Minutes of March 16, 2023, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Committee/Board
members, City staff or members of the public are not allowed and will be ruled
out of order by the Chair.
Chair Wallace opened and closed the public forum, as there was none.

6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. 1555 Saxon Blvd. Revision - SP22-0013- DRC Approval for Final Site Plan
Ms. Merced explained the requested revision to the Deltona Mixed Uses redevelopment
intends to replace the previously approved 3,825 square-foot retail building for a 1,522
square-foot Taco Bell Restaurant. She stated the north parking area is to be left as is.
She stated that staff believes this Final Site Plan is sufficient for approval.
Mr. Ruiz clarified that the applicant does not wish to install the previously approved
landscaped parking islands in reference to the north side parking. He stated that upon
staff investigation, this does qualify for the exemptions listed in Chapter 110, Section
808 of the Land Development Code for redevelopment.
Ms. Grosvenor requested to amend the Development Order to remove condition number
nine (9), as it is not applicable to this project.
Motion by Joseph Ruiz, seconded by Leigh Grosvenor, to approve Final
Site Plan application SP22-0013 with conditions stated within the staff
report and Development Order with condition nine (9) omitted. The
motion carried unanimously.

10. ADJOURNMENT:
The meeting adjourned at 9:05 a.m.
