A. The Development Review Committee meeting is held both in person and
in a virtual environment via Microsoft Teams and can be accessed by the
following methods:
1. CALL TO ORDER:
The meeting was called to order at 9:00 a.m.
2. ROLL CALL:
Also present: Jessica Entwistle, Maria Rosado, Milton Robles, Jonathan Knight, and
Nelly Kerr, Planning and Development Services; Franklin Rodriguez and Bobby Von
Herbulis, representatives of CarQuest.

3. APPROVAL OF MINUTES & AGENDA:
Minutes of June 15, 2023
Motion by Joseph L. Ruiz, seconded by Leigh Grosvenor, to approve the
Minutes of June 15, 2023, as presented. The motion carried
unanimously.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items
on the agenda and shall not exceed two minutes. Please be courteous and
respectful of the views of others. Personal attacks on Committee/Board
members, City staff or members of the public are not allowed and will be ruled
out of order by the Chair.
Chair Wallace opened and closed the public forum, as there was none.

7. NEW BUSINESS:
A. CarQuest- SP22-0006- DRC Approval for Final Site Plan
Ms. Entwistle, Planner I, explained Final Site Plan application SP22-0006 intends to
propose a 6,000 square foot CarQuest to be located at 1280 Doyle Road. She stated
the application was found sufficient on July 28, 2022, and was found complete after
receiving the revised plans on July 31, 2023.
Ms. Entwistle stated that staff recommends the DRC approve Final Site Plan application
SP22-0006 for the proposed CarQuest to be located at 1280 Doyle Road.
Motion by Joseph L. Ruiz, seconded by Leigh Grosvenor, to approve the
1280 Doyle Road Final Site Plan application SP22-0006 for a CarQuest
auto parts store. The motion carried unanimously.
8. STAFF COMMENTS:
Ms. Wallace explained that the contractor will need to reach out to the City's
Engineering Department in order to have a Site Engineering Permit issued and hold a
pre-construction meeting prior to any activity on the site. She stated they would
coordinate with Mr. Colon, Project Administrator for Construction, in order to conduct
this meeting. She went on to delineate the process in which construction is able to start.
Mr. Lynch answered questions from the applicant regarding the building plan submittal.
Ms. Grosvenor affirmed that she received plans and they were given to Mr. Schaller,
Assistant Fire Marshal, as he is assigned to the CarQuest Project. She discussed Fire
Safety related permits needed and other application items to be submitted in order to
appropriately begin the process of starting construction.

wishes to attend. The City is not permitted to provide the use of human physical
assistance to physically handicapped persons in lieu of the construction or use of
ramps or other mechanical devices in order to comply with Florida law. If proper
accommodations for handicapped access cannot be made at a particular public
meeting venue pursuant to a timely written request under Section 286.26 F.S., the
City Manager shall change the venue of that meeting to a location where those
accommodations can be provided.
