1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.

Motion by Member Sixma, seconded by Member Putkowski, to accept
the Minutes of February 15, 2017. The motion carried by the following

A. Ordinance No. 36-2016 - Application to Amend the Official Zoning Map for
the S/E Corner of Normandy Blvd. and Saxon Blvd., File No. RZ16-004.
Mr. Paradise provided a history behind Ordinance No. 36-2016, application to amend
the official zoning map for the southeast corner of Normandy Blvd. and Saxon Blvd., File
No. RZ16-004. He noted that this was on a previous Planning and Zoning Board agenda

on January 18, 2017, but was not heard by the Board. He noted that the Small Scale
Comprehensive Amendment was heard, approved and transmitted to the Commission
for consideration. He explained that the application is within the Southwest Community
Redevelopment Area (CRA) and the proposed C-1 rezoning is less intensive than other
commercial zoning. He stated that there is capacity for transportation and utilities and
stated that sanitary sewer is available for connection He noted that within the Traffic
Impact Analysis (TIA), the proposed gas station use was to establish infrastructure
requirements. He stated that this is a policy decision and any design would be handled
during the site plan process.
Member Walosik asked what is the plan for the residential properties surrounding the
commerical use. Mr. Paradise stated that during the site plan review process, buffering
and lighting requirements will be regulated. Discussion regarding the potential use
ensued.
Chairman Burbank noted the additional uses that could be developed under the C-1
zoning, such as bars, nightclubs, pool halls and bowling alleys. Discussion regarding
future land use designation, topography, slope and landscape buffers ensued.
Mark Watts, 351 E New York Ave Deland, FL - spoke on behalf of the applicant. He
noted that the proposed site plan found within the TIA is a concept only used to
formulate the TIA and noted that that they will comply with City requirements. He stated
that this site is in the CRA and that the developer has experience working with adjacent
residential neighborhoods. He noted this intersection shows 45,000 traffic trips and will
be managed in the design and buffers. He noted other uses that can be permitted and
that the design of the property could include a series of terraces leading up to the
finished floor area. He also noted that several conversations are in place with adjacent
properties, engineers, planning consultants and with County staff regarding access.
Member Walosik and Mr. Watts discussed future residential turnover for the adjacent
properties and the conceptual site plan. Mr. Watts noted that developers don't develop a
complete site plan before the rezoning and land use approval and that the City's Land
Development code will produce a good product. Mr. Paradise noted that this strictly a
policy decision. Discussion ensued amongst the board regarding the application.
Mr. Bowley noted that the CRA was initially considered in 2007, Volusia County and the
City improved area roads and FDOT noted that there is a failed segment. He noted
future FDOT improvements and that there is existing commercial development further
east on Saxon Blvd. Member Walosik suggested that the City intiate a rezoning on
Normandy Blvd. south and with enough houses to provide enough depth to be able to
redevelop according to Code. Mr. Watts concurred with Member Walosik.
Motion by Vice Chair Philpitt, seconded by Member Sixma, to
recommend for approval Ordinance No. 36-2016 - Application to Amend
the Official Zoning Map for the S/E Corner of Normandy Blvd. and Saxon
Blvd., File No. RZ16-004. The motion carried by the following vote:
