1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.
2. ROLL CALL:

Motion by Stony Sixma, seconded by Michael Putkowski, to accept the
Minutes of January 17, 2018. The motion carried by the following vote:

A. Ordinance No. 03-2018 – Amending the Official Zoning Map from PB to C-1,
3174 Howland Blvd. Project No. RZ18-002.

Mr. Paradise provided the board with background on Ordinance No. 03-2018. He noted the
property is on Howland Blvd. located near Deltona High School and the request is to rezone
from Professional Business (PB) to Retail Commercial (C-1). He noted that the residential
communities located nearby are Timbercrest and Arbor Ridge and the intent of the PB
zoning was to serve as a transition. The Traffic Impact Analysis submitted showed the
development scenario would yeild a 13,600 square foot retail shop which would add
approximately 1,226 trips to the network and stated Howland Blvd. would support the trips.
However nearby streets such as the Graves Ave near the Kentucky Ave. corridor and the
section of Providence Blvd. from Ft. Smith to Elkcam Blvd. would fail. To mitigate, the TIA
suggests $56,000 in proportionate fair share to help off-set the impacts. He reminded the
Board that they are to make a decision on the policy if the C-1 zoning fits at the location. He
noted that the C-1 is trending along the Howland Blvd. corridor.
Discussion ensued amongst the Board and Staff regarding types of C-1 uses,
proportionate fair share, square footage and loading zone requirements. Mr. Paradise
stated that the site plan is conceptual and the site plan will be reviewed through the Chapter
75 process.
Mark Watts, Cobb Cole New York Ave - spoke on behalf of the application. He noted that
the PB zoning has not attracted a buyer or development and the C-1 is more appropriate
for the location. C-1 has lower intensity and combined with buffer requirements will help
mitigate any complaints from surrounding residential neighborhoods.
Discussion regarding the utility easement behind the property ensued. Mr. Watts noted the
power companies tend to view the easements like fee simple ownership.
Munoz asked about the site plan. Mr. Watts said the plan is tentative and depending on the
end user.
Motion to recommend for approval Ordinance No. 03-2018 - Amending
the Official Zoning Map from PB to C-1, 3174 Howland Blvd. Project No.
RZ18-002.. The motion carried by the following vote:
For: 6 - Chair Burbank, Member Philpitt, Member Harper, Chair
Putkowski, Member Sixma and Member Munoz
B. Ordinance No. 04-2018 - Amending the City's Land Development Code to
Allow Brewpub/Microbrewery, Microwinery, and Craft Distillery.
Motion by Ruben Munoz, seconded by Stony Sixma, to Ordinance No.
04-2018 - Amending the City's Land Development Code to Allow
Brewpub/Microbrewery, Microwinery, and Craft Distillery.. The motion
carried by the following vote:

8. STAFF COMMENTS:
Mr. Paradise noted April's meeting will be in the Second Floor Conference Room. he also
prepared the Board for May's meeting for the CDBG public service ranking. Applications
will be hand delivered by Staff to each board member for early review.
