1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of March 21, 2018.
Motion by Stony Sixma, seconded by Michael Putkowski, to accept the
Minutes of March 21, 2018. The motion carried by the following vote:
For: 5 - Vice Chair Philpitt, Secretary Harper, Member Putkowski,
Member Sixma and Member Kennedy
4. PRESENTATIONS/AWARDS/REPORTS:

A. Resolution No. 2018-20 - Conditional Use Request for a Community

Residential Home 502 Galloway Av. (CU 18-001)
Mr. Paradise provided the Board with a summary of the Conditional Use application. He
noted that the applicant is requesting a Community Residential Home (CRH) at her
residence, 502 Galloway Ave. He stated that in November of 2017, the City amended the
Land Development Code to require new CRH applications be approved through the
Conditional Use process. Staff recommends the following conditions: The dwelling at 502
Galloway Ave. shall serve no more than six (6) residents within the dwelling, all residents
and related service shall be directly associated with and regulated by the Florida Agency
for Persons with Disabilities (APD), the applicant shall remain the primary operator of the
CRH at 502 Galloway Ave., the applicant shall continue to utilize the dwelling as a primary
residence including maintaining the dwelling as a homesteaded domicile, and no signage
shall be allowed besides what is allowed for a home occupation.
Discussion between the Board and Staff occurred regarding the proximity of nearby CRH's,
parking, the types of disabilities served, number of people residing in the home, disposable
waste material, generator requirements, and routine fire inspections.
Vice-Chairman Phillpitt opened the meeting to public comments.
Felix Martinez, 1013 Anderson St., Deltona, spoke for the application. He states that he has
known the applicant for over ten (10) years and feels that the neighborhood is in need of this
facility. He noted that the applicant is well-known in the area for her experience with people
with disabilities and is well prepared.
Elizabeth Hurtado, 502 Galloway Ave., Deltona, daughter of the applicant and spoke for the
application.
Luz Hurtado, 502 Galloway Ave., Deltona, spoke as the applicant for the CRH Conditional
Use approval. She stated that she has 22 years of experience working with people with
disabilities. Vice-Chairman Philpitt asked how many bedrooms are in the house. Ms.
Hurtado stated that she recently added a bathroom and stated the house is a four (4)
bedrooms and and enclosed game room that has a closet.
Maryla Cardona, 473 Ripley Ct., Deltona, spoke for the application and appreciates the
applicant's help towards people with disabilities.
Lydiette Simmonds, 502 Murphy Ave., Deltona, spoke for the application and spoke
towards the applicant's help for people with disabilities.
Maria Suarez, 2593 Courtland Blvd., Deltona, spoke for the application and has worked
with the applicant for 20 years and feels the community needs the CRH.
Ruben Diaz, 1085 Anderson St., Deltona, spoke for the application and expressed his
concerns over parking.

Member Putkowski asked Ms. Hurtado to describe the type of clients that she wishes to
help and if they will be from Deltona. Ms. Hurtado stated that she would like to work with
basic, minimal to moderate disabled persons and indicated that some will be staying in the
residence. She would also see some by appointment. She noted that the people will come
from all around the area.
Member Kennedy asked how long the residents will be staying at the residence. Ms.
Hurtado stated that, depending on the disability, the residents will be permament or free to
come and go. She stated that the individuals will come with a support plan and a service
authorizations that would determine the length of care.
Discussion occurred regarding regulating the amount of people that would stay in the
residence. Ms. Hurtado stated the APD visits the site monthly and recertifies their CRH
yearly.
Motion by Michael Putkowski, seconded by Stony Sixma, to recommed
for approval with conditions. The motion carried by the following vote:
For: 5 - Vice Chair Philpitt, Secretary Harper, Member Putkowski,
Member Sixma and Member Kennedy
8. STAFF COMMENTS:
Mr. Paradise reminded the Board of the May meeting will be the CDBG ranking. He stated
that at this time, the City does not have the allocations dollar amount.
9. BOARD/COMMITTEE MEMBERS COMMENTS:
Member Putkowski stated that he is a Board member of a prospective applicant for the
CDBG ranking meeting in May and requested to be excused from the meeting.
10. ADJOURNMENT:
The meeting was adjourned at 7:41 pm.
