CALL TO ORDER: The meeting was called to order at 7:00 pm. 2. ROLL CALL: Present: 6 - Chair Tom Burbank Vice Chair Donald Philpitt Secretary John Harper Member Stony Sixma Member Dwayne Kennedy Member Ruben Munoz Excused: 1 - Member Michael Putkowski 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of April 18, 2018. Motion by Stony Sixma, seconded by Ruben Munoz, to approve the Minutes of April 18, 2018. The motion carried by the following vote: For: 5 - Vice Chair Philpitt, Secretary Harper, Member Sixma, Member Kennedy and Member Munoz Abstain: 1 - Chair Burbank 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Ordinance No. 10-2018 - Amendment to the Deltona Village BPUD Development, RZ18-004. City of Deltona Page 1 Printed on 5/31/2018 Planning and Zoning Board Minutes May 16, 2018 Mr. Bowley provided a summary of the applicant's request. He stated that overall, staff recommends approval of amendment to the ODP/MDP, where the dimensional requirement is listed, with a condition for the rezoning application RZ18-003 (Deltona Village BPUD) for the provision to allow the minimum lot width to be reduced from 175-ft. to 100-ft. only, as was the original purpose and intent of the application submittal to facilitate a commercial development within the BPUD. The condition of approval is for the underlying land owner Deltona Retail Holdings, LLC or an established property owners association, as required by the Final Plat, to landscape, irrigate, and maintain those common grounds (i.e. internal driveways and stormwater management facilities) with the intent of keeping them from falling into disrepair. Alex Ford, 145 E. Rich Ave., representing the applicant, provided a power point presentation regarding the BPUD Amendment request. He stated that the request is to amend the permitted land uses to include, townhouses, apartments and multifamily uses, not to exceed 414 units as a permitted use, amend the minimum lot and outparcel area to 10,000 square feet and require a minimum lot width and to add an exception to allow a maximum of 20 new subdivision exempt lots to Lots 1, 2, 3, 5 & 7. Discussion occurred amongst the Board and Mr. Ford regarding lack of density proposed, vehicular trips, entitlements, development potential and process. Frank DeMarsh 939 Hollywood Blvd. as the property owner stated that they have several more issues to address within the overall BPUD and has narrowed them down to four (4) requested today. Discussion occurred regarding easements, private roads and requested amendments and subdivision regulations. Discussion among the Board occurred regarding the requested amendments and the staff's recommendations. Motion by John Harper, seconded by Donald Philpitt, to recommend for approval as recommended in the City staff report, Ordinance No. 10-2018 - Amendment to the Deltona Village BPUD Development, RZ18-004. The motion carried by the following vote: For: 6 - Chair Burbank, Vice Chair Philpitt, Secretary Harper, Member Sixma, Member Kennedy and Member Munoz B. CDBG Ranking Mr. Paradise provided the Board with an estimated dollar amount for the 2018-2019 public service ranking allocation. He explained that monitoring and contract compliance will be more rigorous. She spoke regarding the rental assistance they provide and indicated they are the only entity providing rental assistance in Deltona. Discussion regarding the number assisted and the dependability of some seeking assistance. Terry Carol, 425 N. Clyde Morris Blvd., Daytona Beach, Fl on behalf of Council on Aging. She spoke regarding the meals and activities done at the Center at Deltona. Lisa Ryals, 2329 California St., Deltona, Fl on behalf of Boys and Girls Club of Volusia Flagler. She spoke regarding the 143 kids served and that 92% have come from economic disadvantaged background. Allison Miller, 135 Executive Cir., Daytona Beach, on behalf of the Early Coalition. She explained the request is to assist in the funding of the School Readiness Program. Heather Scofield, 1045 E. Normandy Blvd. Deltona, Fl, on behalf of Community Life Center. Discussion ensued regarding duplication of services and assistance provided. Cynthia Ramirez, 3750 Olsen Dr., Daytona Beach, Fl, on behalf of FUTURE's Inc. She spoke regarding leveraging funding. Discussion regarding mandatory attendance and the board scores occurred. Mr. Paradise advised the Board that they will tally up the scores and advise the board and applicants. The Board ranked the application awards and made recommendations to City Commission based on that ranking. 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: 10.
