CALL TO ORDER: The meeting was called to order at 7:00 pm. 2. ROLL CALL: Also present: Kathrine Kyp, Planning and Development Services; Scott McGrath, Planning and Development Services; Dinelia Santana, Planning and Development Services and Ron Paradise, Planning and Development Services. Present: 5 - Chair Tom Burbank Member John Harper Chair Michael Putkowski Vice Chair Dwayne Kennedy Member Ruben Munoz Excused: 2 - Member Donald Philpitt Member Stony Sixma 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of May 16, 2018. Motion by John Harper, seconded by Michael Putkowski, to accept the Minutes of May 16, 2018. The motion carried by the following vote: For: 5 - Chair Burbank, Member Harper, Chair Putkowski, Vice Chair Kennedy and Member Munoz 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: 7. NEW BUSINESS: A. Ordinance No. 09-2018. An ordinance of the City of Deltona, Florida, amending the Comprehensive Plan to add an Economic Development City of Deltona Page 1 Printed on 8/25/2020 Planning and Zoning Board Minutes June 20, 2018 Element and to reflect changes required pursuant to the Section 163.3191, Florida Statutes, and the City’s Evaluation and Appraisal Notification Letter to the Florida Department of Economic Opportunity; Providing for Severability and an Effective Date. Mr. Paradise provided a summary regarding Ordinance No. 09-2018. He highlighted elements from the Comprehensive Plan pending land use designations, transportation, housing, code compliance, trash pick-up, infrastructure, utilities, conservation and wetland protection, parks and recreation planning, intergovernmental coordination inclusiveness, affordable housing projects, and the new economic development element. Discussion between Chairman Burbank and Mr. Paradise occurred regarding the sewer connection language. Mr. Paradise stated that the sewer connection requirements are intended for new residential development. Member Munoz and Mr. Paradise discussed the improvements to the plan. Mr. Paradise stated that the plan is easier to understand Mr. Paradise noted that the City had a public scoping meeting in 2017 and some of the changes reflect the community's input. Member Putkowski and Mr. Paradise discussed the sewer connection language. Mr. Paradise stated staff will take a look at the language and verify that it complies with a Ordinance passed by the City. Discussion ensued regarding security in the schools. Member Harper and Mr. Paradise talked about multi-use trials and the new trail on Lakeshore Drive and the proposed Providence Multi-Use Trail and the Power Line Trail idea. Motion by Michael Putkowski, seconded by John Harper, to recommend for approval Ordinance No. 09-2018 amending the Comprehensive Plan to add an Economic Development Element and to reflect changes required pursuant to the Section 163.3191, Florida Statutes, and the City's Evaluation and Appraisal Notification Letter to the Florida Department of Economic Opportunity. The motion carried by the following vote: For: 5 - Chair Burbank, Member Harper, Chair Putkowski, Vice Chair Kennedy and Member Munoz B. Ordinance No. 08-2018 - Amending the C-2 General Retail District Amendment. Mr. McGrath stated the CIty has received interest for a use that doesn't fit in any of the current zoning categories and stated that this is to amend the C-2 General Retail District to allow flex space and to remove stamp redemption center use. The motion carried by the following vote: For: 5 - Chair Burbank, Member Harper, Chair Putkowski, Vice Chair Kennedy and Member Munoz 8. STAFF COMMENTS: 9. BOARD/COMMITTEE MEMBERS COMMENTS: Discussion ensued regarding the Deltona Village amendment applicaiton. 10.
