CALL TO ORDER: The meeting was called to order at 7:00pm. 2. ROLL CALL: Present: 5 - Secretary John Harper Member Michael Putkowski Member Stony Sixma Member Dwayne Kennedy Member Ruben Munoz Excused: 1 - Chair Tom Burbank Absent: 1 - Vice Chair Donald Philpitt 3. APPROVAL OF MINUTES & AGENDA: A. Minutes of June 20, 2018. Motion by Michael Putkowski, seconded by Dwayne Kennedy, to accept the Minutes of June 20, 2018. The motion carried by the following vote: For: 5 - Secretary Harper, Member Putkowski, Member Sixma, Member Kennedy and Member Munoz 4. PRESENTATIONS/AWARDS/REPORTS: 5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of agenda items only and shall not exceed two minutes. 6. OLD BUSINESS: A. Ordinance No. 09-2018. An ordinance of the City of Deltona, Florida, amending the Comprehensive Plan to add an Economic Development Element and to reflect changes required pursuant to the Section 163.3191, Florida Statutes, and the City’s Evaluation and Appraisal Notification Letter to the Florida Department of Economic Opportunity. Mr. Paradise advised the Board that the Board is hearing Ordinance No. 09-2018 for a City of Deltona Page 1 Printed on 7/26/2018 Planning and Zoning Board Minutes July 18, 2018 second time due to failed advertising. He noted the updated policy regarding the connection to sewer is included and read it aloud for the record. He said: The CIty of Deltona requires that all new residential and non-residential development utilize and connect to a centralized sewer system where available. The City of Deltona has a very limited sewer system in close proximity to existing developed residential lots. Therefore, for all existing residential customers with associated septic systems, a connection to the City’s sewer system, if available, shall be voluntary. Discussion ensued amongst the Board and Staff regarding future amendments. Motion by Michael Putkowski, seconded by Dwayne Kennedy, to recommend for approve Ordinance No. 09-2018.
