1. CALL TO ORDER:
The meeting was called to order at 7:00 pm.
2. ROLL CALL:
Also present: Kathrine Kyp, Planning and Development Services; Scott McGrath, Planning
and Development Services and Ron Paradise, Planning and Development Services.

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of July 18, 2018.
Motion by Michael Putkowski, seconded by Stony Sixma, to accept the
Minutes of July 18, 2018.. The motion carried by the following vote:
For: 5 - Vice Chair Philpitt, Secretary Harper, Member Putkowski,
Member Sixma and Member Kennedy
Abstain: 1 - Chair Burbank
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

worship within an RE-1, Residential Estate zoning district for the property
located at 2745 Lake Helen-Osteen Road.
Mr. McGrath provided a staff report to the Board.
Discussion occurred between Staff and the Board regarding the previous Conditional Use
applications, prior extensions and the length of the allowed extensions.
Pastor Kelly Santos, 2025 Dalton Ave, Deltona, Fl. - spoke regarding the project and stated
that the church conference has made money available to finish the project.
Chairman Burbank was concerned regarding the financial stability. Member Sixma
commented positively on the construction.
Putkowski asked when the project will be completed.
Glen Canfield - 153 S. Timbercreek Rd. Ormond Beach, Fl - spoke as the contractor
working on the project. He stated they need to bring power to the site and install a sprinkler
system in the building. He stated the church had to ask for additional funding to complete
these items. He noted the estimated time to complete the project is 4-5 months after
permitting. Mr. Canfield noted that any additional funding that may be needed he is
prepared to donate to the project.
Motion by John Harper, seconded by Stony Sixma, to recommend for
approval of Resolution No. 2018-49 - Granting a Conditional Use to
permit a house of worship within an RE-1, Residential Estate zoning
district for the property located at 2745 Lake Helen-Osteen Road.. The
motion carried by the following vote:
For: 6 - Chair Burbank, Vice Chair Philpitt, Secretary Harper,
Member Putkowski, Member Sixma and Member Kennedy
B. Resolution No. 2018-48 - Granting a Conditional Use to permit a house of
worship within an RE-1, Residential Estate zoning district for properties
located at 2005 and 2025 Wiggley Farms Road.
Mr. McGrath provided the board with a staff report and copies of a conceptual site plan. He
noted that there is no proposed access onto Wiggley Farms Rd.
James Senatore, 1317 Sumter St. Leesburg, Fl. - noted the green space to the back of the
building is for future expansion. Member Putkowski asked the timeline. Mr. Senatore stated
within the next year for permitting. Chairman Burbank asked if expansion of the facility
would require an amended CU. Staff replied only if daycare or school is proposed.
Jo Kovach Kelsch, 2055 Wiggley Farms Rd. Deltona, Fl.- spoke against the Conditional
Use stating it would increase traffic, reduce noise barriers and bring crime. She stated she

has and has difficulties accessing Elkcam Blvd. from Wiggley Farms Rd.
Terry Zaudtke, 2065 Wiggley Farms Rd. Deltona, Fl. - spoke regarding the character of the
neighborhood and the history of the neighborhood. He stated his concerns of the
engineering traffic issues on Elkcam Blvd. He spoke about additional conditions, extra
buffers, and adjoining neighbors.
Rosemary Fancher, 2080 Wiggley Farms Rd. Deltona, Fl.- spoke against the project and
has concerns regarding traffic and endangerment of wildlife. She also provided a letter from
an adjacent neighbor who is against the project and could not attend.
Larry Chenoweth, owner of the property - spoke in favor of the Conditional Use and
provided the history regarding the property. He said it was deeded to a church for 10 years
and when it didn't construct it was then deeded back to the family.
Mr. Senatore stated that the building faces Elkcam Blvd. and ample distances from the
parking lot and adjacent roads are provided.
Susan Pilcher 2159 Van Orman Deltona, Fl. - spoke against the project and wanted to
know why this lot was chosen. Mr. Senatore stated that they looked at 5-6 places and found
the site was affordable and had good access. She spoke regarding traffic and potential
drug problems and nefarious activity that could occur within the area after hours.
Javier Vega, 2162 Van Orman Deltona, Fl. - spoke against the project and stated that he
retired military and wanted to live in an area that is quiet. He spoke about his concerns
regarding traffic, speeding, and frequent traffic accidents. He noted the numerous drug and
gang signs throughout the City. Mr. Senatore stated the parking lot will be lighted.
Anibal Lopez, 2885 Highland Lakes Dr. Deltona - spoke regarding the beauty of Deltona.
He is a member of the church and spoke about change and a growing community. He
assured that they will deter crime. He will take consideration of the concerns when building
the church.
Member Harper stated he lives one lot off of Elkcam and has two (2) churches within 75 feet
of his home and has never seen an increase in traffic or crime.
Motion by John Harper, seconded by Stony Sixma, to recommend for
approval, Resolution No. 2018-48 - Granting a Conditional Use to permit
a house of worship within an RE-1, Residential Estate zoning district for
properties located at 2005 and 2025 Wiggley Farms Road.. The motion
failed by the following vote:
For: 3 - Chair Burbank, Secretary Harper and Member Sixma
Against: 3 - Vice Chair Philpitt, Member Putkowski and Member Kennedy
