1. CALL TO ORDER:

The meeting was called to order at 7:00 pm.
Present: 5 - Vice Chair John Harper

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of January 16, 2019.
Motion by Stony Sixma, seconded by Michael Putkowski, to accept the
Minutes of January 16, 2019. The motion carried by the following vote:
For: 5 - Vice Chair Harper, Secretary Putkowski, Member Kennedy,
Member Sixma and Member Whittock
4. PRESENTATIONS/AWARDS/REPORTS:
5. PUBLIC FORUM: Time permitted, public comment shall be permitted at the end of
agenda items only and shall not exceed two minutes.

A. Final Plat Application - FP18-001, Fernanda Place Phase I.
Mr. Paradise provided the Board with a summary regarding the Fernanda Place
subdivision plats. He explained the reason behind the breakdown of the phases and

explained both phases total over 250 units. He noted access off Howland Blvd. is through
unincorporated Volusia County and stated the plat does depict the access through the
unincorporated area. He stated a peer surveyor has reviewed the subdivision and the plat
was technically sufficient. Mr. Paradise also pointed out to the Board a revision to the plat
involving lot numbering. He stated an open space area was accidentally numbered as a
residential lot appearing on page seven (7) of eight (8) of the phase one (1) plat.
Discussion occurred regarding Osteen Cemetery Road stabilized emergency, Volusia
County Use Permit and current construction of the site.
Mark Watts, 231 N. Woodland Blvd. on behalf of the applicant stated he was available to
answer questions.
Motion by Stony Sixma, seconded by Dwayne Kennedy, to recommend
for approval Final Plat Application - FP18-001, Fernanda Place Phase I
with the updated lot numbering. The motion carried by the following
vote:
For: 5 - Vice Chair Harper, Secretary Putkowski, Member Kennedy,
Member Sixma and Member Whittock
B. Final Plat Application - FP18-002, Fernanda Place Phase II.
Mr. Paradise provided the Board with a summary regarding the Fernanda Place
subdivision. He explained the reason behind the breakdown of the phases and explained
both phases total over 250 units.
Discussion regarding traffic and utilities ensued.
Motion by Michael Putkowski, seconded by Stony Sixma, to
recommend for approval Final Plat Application - FP18-002, Fernanda
Place Phase II with the updated lot numbering. The motion carried by
the following vote:
For: 5 - Vice Chair Harper, Secretary Putkowski, Member Kennedy,
Member Sixma and Member Whittock
C. Ordinance No. 03-2019: Amending Section 110-814(g), Bars, Lounges and
Package Stores of the Land Development Code, to eliminate distance
requirements for bars, lounges and night clubs from other bars, lounges
night clubs, package stores and houses of worship; further defining a
school with regard to separation requirements; and updating Florida
Administrative Code nomenclature.
Mr. Paradise provided a summary regarding Ordinance No. 03-2019. He noted some of
the proposed amendments include eliminating distances from other bars and houses of

worship. He noted the amendment also maintains clarifies the definition of a school.
Discussion regarding the state's definition of a school, distances from a church occurred.
Mr. Paradise explained the origin of the separation distance was to prevent one area to be
burdened with a number of bars and night clubs. Member Sixma stated they should be
together.
Harper asked if the church had a distance requirment from these types of uses. Mr.
Paradise noted the absence of resiprosity.
Motion by Michael Putkowski, seconded by Dwayne Kennedy, to
recommend for approval Ordinance No. 03-2019: Amending Section
110-814(g), Bars, Lounges and Package Stores of the Land
Development Code, to eliminate distance requirements for bars,
lounges and night clubs from other bars, lounges night clubs, package
stores and houses of worship; further defining a school with regard to
separation requirements; and updating Florida Administrative Code
nomenclature. The motion carried by the following vote:
For: 5 - Vice Chair Harper, Secretary Putkowski, Member Kennedy,
Member Sixma and Member Whittock

Member Putkowski reminded the Board abour the City of Deltona's Volunteer Appreciation
Lunch on April 6th.
Member Whittock introduced himself to the Board.
