A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we are allowing limited public access into the
Commission Chambers and practicing social distancing with the Planning
and Zoning Board Members, staff, and residents.
1. CALL TO ORDER:
The meeting was called to order at 6:01 pm.
2. ROLL CALL:

3. APPROVAL OF MINUTES & AGENDA:
A. Minutes of February 24, 2022
Minutes of February 24, 2022, have no corrections and are filed per
Chair Northey.
4. PRESENTATIONS/AWARDS/REPORTS:
None.
5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the
agenda and shall not exceed four minutes. Please be courteous and respectful of the
views of others. Personal attacks on Committee/Board members, City staff or
members of the public are not allowed and will be ruled out of order by the Chair.

Chair Northey opened and closed the public forum as there were none.
6. OLD BUSINESS:
None.
7. NEW BUSINESS:
A. Ordinance No. 06-2022 - Comp Plan Amendment Property Rights Element
Discussion occurred regarding legal counsel not being at the meeting.
Chair Northey requested members to introduce themselves since there are new members.
Mr. Paradise explained Ordinance No. 06-2022 is an amendment to update the City’s
Comprehensive Plan, stating it is a 2021 legislative mandate for growth management
regarding the Comprehensive Plan.
Discussion occurred regarding the goal statement consisting of one (1) goal and four (4)
policies.
Member Alexander asked if this would cover commercial and residential owners, and Mr.
Paradise replied yes, for all owners.
Alternate Berk stated the Ordinance mirrors the State Statute.
Secretary Pfeffer asked why the Ordinance is necessary, and if legal should consider this,
Mr. Paradise explained the property owner does have rights.
Motion by Susan Berk, seconded by Ruben Munoz, to recommend the
City Commission approve Ordinance 06-2022. The motion carried by the
following vote:
For: 7 - Chair Northey, Secretary Pfeffer, Member Alexander,
Member Munoz, Member Storozuk, Alternate Amoroso and
Alternate Berk
8. STAFF COMMENTS:
Mr. Paradise thanked the Board for accommodating the rescheduling of this meeting and
welcomed the new members. He explained at the next meeting there would be an election
for Vice Chair.
Mr. Paradise explained there was an advertising issue, which is required for all
rezoning/quasi-judicial meetings. He stated the City is paid for the advertising already for
this meeting, so they only had to readvertise for the next meeting.

Background: ***NOTE***
The Planning and Zoning Board is dedicated to working hard and
keeping our City moving forward and a top priority during the
COVID-19 pandemic is to help maintain the health of our employees
and residents. Another top priority is being able to maintain public
participation in our City meetings. Following CDC Guidelines, we are
allowing limited public access into the Commission Chambers and
practicing social distancing with the Planning and Zoning Members,
staff, and residents. Though there are restrictions when it comes to
public gatherings, we are dedicated to making sure those who would
like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than Noon, March 21, 2022, to ensure they
are available for the Board Members to review prior to the meeting.
