CALL TO ORDER: The meeting was called to order at 6:00 pm. 2. APPROVAL OF MINUTES & AGENDA: Minutes of May 18, 2022 Minutes were approved and filed per Chair Northey. 4. PRESENTATIONS/AWARDS/REPORTS: Presentation from Volusia County School Board Chair Northey opened the floor for the Volusia County School Board (VCSB) to give their presentation. Mr. Steve Grube explained he is the Director of Planning and Constructions Services and VCSB and Mr. Earl Johnson is the Chief Operating Officer. He stated there is 169 million dollars worth of construction to improve the schools in Volusia City of Deltona Page 1 Printed on 8/9/2022 Planning and Zoning Board Minutes July 20, 2022 County. He explained improvement funds and impact fees help complete goals. They bond money for construction. Ms. Doster stated she is excited to educate the Planning and Zoning Board regarding school capacity. She explained each development is required to fill out an application of concurrency to ensure VCSB can accommodate the capacity needed for the project. This is an agreement that is done with all Cities within and including the County. It is a review process. She explained they are not a decision-making body for development and only assist in the review process. Ms. Doster explained there is a two-step school concurrency capacity review process. Mitigation can happen if there is not enough capacity in the school where the development is going to be built. There are many options for mitigation to happen. She stated the secondary review process gives a reservation certificate to a development, which is done during the Site Plan, Plat, or Subdivision Plan. She discussed the Capital 5-year work program and explained it is reviewed annually and will be going before the School Board next week. Ms. Doster explained schools report the number of children to municipalities every 20 days. Chair Northey asked for more clarification on the school concurrency application form. Ms. Doster explained the impact fee study going on now, and VCSB uses a formula to determine how many students will come from each development. She stated students are currently coming into the west side of Volusia County more robustly than on the east side. She explained the student generation rate may change upon results of imapct fee study. Vice Chair Storozuk asked how the number of children is calculated, and Ms. Doster explained the student generation rate is 0.275 per single-family dwelling. She used the example of Vineland Reserve stating it has 279 single-family units and 128 town homes that will be built within four (4) years. This means Vineland Reserve should bring 77 students for the houses (279 x 0.275) and 17 students from the town homes (128 x 0.127). She stated Osteen Elementary is at 65% of its level of service and only 41 of the 94 students would go there, and it would only bring up the level of service to 71%. Discussion occurred regarding this being based on impact study data done 10 years ago. She explained the VCSB adds each new development to a reserve for each school and this is reevaluated every year based on the number of students coming in each year. After 2 years the reservations are expired. Vice Chair Storozuk asked for the occupancy level at Pine Ridge right now and Ms. Doster City of Deltona Page 2 Printed on 8/9/2022 Planning and Zoning Board Minutes July 20, 2022 stated it’s at 99.2%. He explained his gratitude for having fewer students with each teacher because the graduation rate has gone up tremendously. He doesn't want each school to be at 100% capacity. Discussion occurred regarding the impact study done 10 years ago. Ms. Doster stated although the study was done 10 years ago, in the last three (3) years they have been within one (1) percent of the 10-year projection. Discussion continued regarding not all homes having children, and how the calculations are based on averages. Member Alexander stated the last couple of developments that have come before the Board have stated there would be fewer children which seems impossible. Ms. Doster stated that the VCSB will continue to track the number of families moving to the west side of Volusia county. She stated they are doing the impact study and will see what the results bring. Mr. Grube spoke regarding the construction schedule and explained it takes several years to build a school. He stated the construction phase takes approximately 12-14 months. He stated there are 60,000 students in the district right now, and by 2045 there will be 70,000. He explained adjustments are always made, and VCSB is very careful with doing this. He stated currently it costs approximately $375 a square foot to build a school. Discussion occurred regarding Deltona Middle School being replaced instead of being remodeled and the use of portables. 5. PUBLIC FORUM: Time permitted, public comments shall be limited to items on the agenda and shall not exceed four minutes. Please be courteous and respectful of the views of others. Personal attacks on Committee/Board members, City staff or members of the public are not allowed and will be ruled out of order by the Chair. Commissioner McCool explained over 68 schools are at or over 90% capacity and 17 schools are over 100% capacity. She spoke regarding the current teacher crisis the State is in. She stated there may be capacity for more students, but there are not enough teachers for these extra students coming in. She expressed her concern with there being over 300 vacant positions for teachers in the County and asked the Board to look at their State Statues. Attorney Segal-George explained concurrency only looks at infrastructure and stated this has not changed since impact fees were added. She explained this is an issue that needs to be addressed, and there is no flexibility for this. Ruben Colon, School Board Member, thanked the Planning and Zoning Board members for asking the tough questions. He explained these questions are asked at the School Board meetings. He explained that they are more of a reviewing body. He spoke regarding the teacher shortage and capacity calculations not covering these shortages. Discussion occurred regarding Pine Ridge and University High School’s current capacity. The Board spoke regarding the possibility of adding more children to a classroom possibly affecting the level of education they are receiving. Discussion occurred regarding the current uses of the portables at schools and hiring teachers. 6. OLD BUSINESS: None. 7. NEW BUSINESS: None. 8. STAFF COMMENTS: None. 9.
