Special City Commission Meeting
Monday, July 13, 2020 5:30 PM Deltona Commission Chambers
A. In an effort to reduce the possibility of exposure of residents to the
COVID-19 (Coronavirus) we have limited public seating inside the
Commission Chambers and are practicing social distancing with the City
Commission, staff and residents.
1. CALL TO ORDER:
The meeting was called to order at 5:30 p.m. by Vice Mayor Ramos.
2. ROLL CALL – CITY CLERK:
Present: 7 - Commissioner Avila-Vazquez
Commissioner King
Commissioner McFall
Commissioner Nabicht
Vice Mayor Ramos
Interim City Manager Cooper
City Attorney
Absent: 2 - Commissioner Bradford
Mayor Herzberg
3. PLEDGE TO THE FLAG:
Vice Mayor Ramos led everyone in the pledge to the flag.
4. BUSINESS:
A. Ranking and selection of an individual to fill the remainder of the District 4
Commission seat - Joyce Raftery, City Clerk, (386) 878-8502.
Vice Mayor Ramos called a recess at 5:30 p.m. to give the Mayor an opportunity to get
here on time.
Mayor Herzberg arrived at the meeting and reconvened the meeting at 5:35 p.m.
Mayor Herzberg stated the business at hand is the ranking and selection of an individual to
fill the remainder of the District 4 Commission seat. Former Commissioner McFall

submitted his resignation letter on June 15, 2020 and the City is filling the vacancy per the
City Charter. The City received applications from the following individuals: Cheryl Blancett,
Douglas MacDonald, Dana McCool, Robert Marchant, Rob Martin and Ruben Munoz. She
asked the City Clerk to explain the process for everyone.
City Clerk Raftery stated each Commissioners was provided three scoring sheets to rank
their selections from 1 to 6 and the individual with the lowest score will be appointed. She
emphasized that all six individuals need to be ranked and each Commissioner needs to
sign the bottom of the ranking sheet.
The City Clerk gathered the ballots, totaled the ballots and read the results as follows:
Cheryl Blancett - 16 votes, Douglas MacDonald - 24 votes, Dana McCool - 9 votes, Robert
Marchant - 19 votes, Rob Martin - 14 votes and Ruben Munoz - 23 votes. She stated by a
unanimous vote Dana McCool was selected.
Motion by Commissioner Nabicht, seconded by Commissioner
Avila-Vazquez, to accept the results of Dana McCool being scored #9
and being the selected candidate to replace Robert McFall. The motion
carried by the following vote:
For: 5 - Commissioner Avila-Vazquez, Commissioner King,
Commissioner Nabicht, Vice Mayor Ramos, and Mayor
Herzberg
B. Swearing in of the Commission appointed individual to fill the remainder of
the District 4 Commission seat to expire November, 2020 - Joyce Raftery,
City Clerk’s Office, (386) 878-8502.
Mayor Herzberg asked the City Clerk to swear in the newly appointed Commissioner for
District 4, Dana McCool. She announced the next meeting which is a Regular Commission
Meeting will take place on Monday, July 20, 2020.
Mayor Herzberg stated at that meeting she is requesting to add-on a discussion
regarding remote meetings and the Commission concurred.
Commissioner King requested that for the meeting in August the American
Legion present three individuals, a firefighter, EMT and law enforcement officer of
the Year awards. Normally this would have been done in April during a luncheon
where presentations and awards are given out, but due to COVID-19 that was all
cancelled. The Commission concurred with the request.
Interim City Manager Dr. Cooper asked that Commissioner King provide him with the
necessary information.

Background: ***NOTE***
The City Commission is dedicated to working hard and keeping our city
moving forward, and a top priority during the COVID-19 pandemic is to help
maintain the health of our employees and residents. Another top priority is
being able to maintain public participation in our City meetings. Following
CDC Guidelines, we have limited public seating inside the Commission
Chambers and are practicing social distancing with the City
Commissioners, staff and residents. Though there are restrictions when it
comes to public gatherings, we are dedicated to making sure those who
would like to make their voice heard are able to.
Please note your public comments can be submitted via one of the
following mediums no later than 3:00 p.m. on July 10, 2020 to ensure
they are available for the Commissioners to review prior to the meeting.

Background: Commissioner McFall submitted his resignation letter to the City of
Deltona on June 15, 2020 with an effective date of same.
The process used to fill the vacancy is the same as used in the past
and is set per the City Charter, Section 5. City Commission. The
Commission vacancy was advertised on the City’s website, in the
newspaper, on DTV and in a Press Release. The deadline for
applications was by 3:00 p.m. on Thursday, July 2, 2020.
The purpose of this Special City Commission Meeting is to appoint an
individual to fill the remainder of the term for the Commission District 4
seat which will expire November, 2020 and for that individual to be
sworn in immediately after this agenda item.
Applications have been received from the following interested
individuals: Cheryl “CJ” Blancett, Douglas D. MacDonald, Dana M.
McCool, Robert Marchant, Rob Martin and Ruben Munoz.
