Commissioner Jose Trejo spoke about obscured stop signs and brush fires. Vice Chairman Donna Lozano spoke about the right turn only lane on Palm Drive and Pierson Blvd. Chairman Brian Meuse spoke about meeting with City Staff. Page 7 of 19  CITY OF DESERT HOT SPRINGS CODE COMPLIANCE DIVISION 11999 Palm Dr. • Desert Hot Springs • CA • 92240 (760) 329-6411• www.cityofdhs.org APRIL 2023 CODE COMPLIANCE REPORT FOR THE PUBLIC SAFETY COMMISSION Total number of service requests completed 186 Total number of inspections completed 450 Total number of Courtesy Notices of Violation (CNOV) issued 125 Total number of Citations issued 63 Total dollar amount of citations issued $240,000.00 Total number of shopping carts removed 21 Total number of overnight inspections performed by STVR officers 54 Code Compliance Synopsis  Code Compliance Officers responded to all short-term vacation rental complaints during the days of the recent festivals in the Coachella Valley and conducted enforcement efforts for short-term vacation rentals operating without a license.  Compliance Officer Human opened a case for storage of a building/trailer on a vacant lot, and an illegal chain link fence surrounding the property. Numerous notices were sent to the property owner. Compliance was given by the property owner after having an open/active case for one month. Please see before and after photos below.  Code Compliance Officer Brock conducted vendor sweeps. Two illegal vendors were found to be operating on Indian Canyon Road and Pierson Boulevard and Cactus Drive and Two Bunch Palms Drive. Both vendors were informed that they cannot operate within city limits until proper permits are obtained. In addition, Code received complaints for food vendors operating in county jurisdiction. Compliance Officer Brock contacted Riverside County Code Enforcement.  Code Compliance Officer Sartin received a complaint from the Saint Elizabeth Church about an overgrown tamarisk tree. The tree posed as a concern for the church’s roof. A notice was issued to the property owner of the tamarisk tree, and it was abated by a contractor hired by the property owner. Please see before and after photos below.  Compliance Director, Christina attended the League of California Cities- City Leader Summit held in Sacramento.  Code Compliance received an abatement warrant to demolish all properties at the Sahara Hotel, and all abandoned hotels surrounding the Sahara Hotel.  Code Compliance Officer Messer completed the demolition of two properties. One being an abandoned, fire damaged hotel and the other a garage like structure. Both are located on Club Circle Dr. 1 Item Number: 1. The first arriving fire engine reported a vegetation fire approximately 2 acres in size burning in medium to thick vegetation along with multiple homeless encampments. Fire crews were hampered in extinguishing the fire due to high winds and exploding propane tanks. An evacuation warning was initiated to the area of Miracle Hill Drive and Hacienda Avenue. The fire was contained at 7:38 PM and the evacuation warning was lifted. One civilian suffered a back injury and was transported to a local area hospital; additionally, there were no fire fighter injuries. Fire crews will remain on scene for an additional 4 hours putting out hot spots. 23CARRU055081 On , CAL FIRE/Riverside County Firefighters were dispatched to a reported structure fire with an occupant trapped inside the residence. Upon the arrival of the first Fire Engine, heavy smoke was emitting from the structure. Firefighters entered the structure in an attempt to rescue the trapped occupant and found the occupant deceased. Firefighters were able to contain the fire to the room of origin. The residence was red tagged by City of Desert Hot Springs Code Enforcement and Red Cross is assisting the displaced occupants. 23CARRU062939 On , CAL FIRE/Riverside County Fire Department resources were dispatched to smoke from a structure in the area of Palm Drive and Mission Lakes Dr. The first arriving Fire Engine Company Officer located a single-story residential structure charged with smoke. Firefighters made access into the structure and found the fire established in an area that had been converted into a storage facility.
