BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA SPECIAL CALLED MEETING AUGUST 28, 2019 The Board of Commissioners of the City of Dothan, Alabama, met in a Special Called Meeting in the Commission Chambers of the Roy Driggers Municipal Building at 1:00 p.m., Wednesday, August 28, 2019 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, John Ferguson, Beth Kenward, and David Crutchfield. Associate Commissioners Janasky Fleming and Albert Kirkland were absent. Also present were City Manager Kevin Cowper, City Clerk Tammy Danner, Administrative Secretary Courtney Vickers, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Pastor Delvick McKay, Greater Shiloh Missionary Baptist Church, then led in prayer, afterwhich Commissioner Ferguson led in the Pledge of Allegiance to the Flag. City Manager Cowper invited Public Works Director Charles Metzger to present the City of Dothan 2020 Rebuild Alabama Transportation Plan. Mr. Metzger discussed the City’s legal requirements to have a plan in place for the first year’s gas tax income, which is approximately $270,000. He said the income will increase from approximately $270,000 in 2020 to $360,000 in 2021 then to $450,000 in 2022. Mr. Metzger explained these funds will help fund the Denton Road Widening Project. He said a copy of the Alabama Transportation Rehabilitation and Improvement Program (ATRIP) application is provided to the Mayor and Commissioners, which is for a maximum $2 million fund that would assist with widening Highway 84 West. Mr. Metzger explained the ATRIP funding would help continue the three lanes from the Ross Clark Circle Project to John D. Odom Road, help with improvements of the traffic signal at Shady Lane and Highway 84 West, and help revamp the design of Woodburn Drive at Highway 84 West. Mayor Saliba and Mr. Metzger discussed the $2 million funding is being requested from ATRIP and the resolution today is for the $270,000 funding from the gas tax. Mayor Saliba inquired about a Rebuild America fund. Mr. Metzger said Mr. Matt Parker, President of Dothan Area Chamber of Commerce, presented the Rebuild America fund to the City as a source of borrowing funds for the Honeysuckle Road Project or similar large projects. He discussed Alabama Department of Transportation (ALDOT) releasing information in September on a pot of money that the City may can share to apply to smaller projects. Commissioner Ferguson asked does the City have to do the 2020 Rebuild Alabama Transportation Plan for only the first year’s gas tax funds. Mr. Metzger said the City will possibly have to do this every year. Commissioner Crutchfield asked when will the ATRIP funding be announced. Mr. Metzger said possibly January, and he further explained as soon as it is awarded the City will need to award a contract to engineers. There was discussion amongst Commissioner Crutchfield and Mr. Metzger regarding tying in behind it and the need for six lanes from Flowers Chapel Road beyond Brannon Stand Road. Commissioner Crutchfield asked is this for west and east bound lanes. Mr. Metzger said it is just for west bound lanes and will be a big congestion relief for this area. Mayor Saliba said this can change. Mr. Metzger said yes, this is an application with preliminary design. Mr. Metzger confirmed for Commissioner Crutchfield that the east bound lanes will have the same potential. Mr. Metzger said we want to widen Highway 84 West to John D. Odom Road then to Brannon Stand Road and beyond. He said there is approximately 40,000 cars per day on Highway 84 West. Mayor Saliba introduced Resolution No. 2019-209 (recorded in Ordinance Book No._______at Page_______), adopting the City of Dothan 2020 Rebuild Alabama Transportation Plan. Commissioner Ferguson moved for adoption, motion seconded by Commissioner Dorsey. There being no further discussion, the resolution was unanimously adopted. Minutes of the Board of Commissioners – August 28, 2019, continued.
