BOARD OF COMMISSIONERS CITY OF DOTHAN, ALABAMA REGULAR MEETING OCTOBER 1, 2019 The Board of Commissioners of the City of Dothan, Alabama, met in regular session in the Commission Chambers of the Roy Driggers Municipal Building at 10:00 a.m., Tuesday, October 1, 2019 with the following members present: Mayor Mark Saliba, Associate Commissioners Kevin Dorsey, Janasky Fleming, Albert Kirkland, Beth Kenward, and David Crutchfield. Commissioner John Ferguson was absent. Also present were City Manager Kevin Cowper, City Clerk Tammy Danner, Assistant City Clerk Wendy Shiver, who recorded the Minutes of the Meeting, and the local news media representatives. Mayor Saliba called the meeting to order. Sister Miriam Fiduccia, St. Columba Catholic Church, then led in prayer, afterwhich Commissioner Kirkland led in the Pledge of Allegiance to the Flag. Commissioner Kirkland moved that the Minutes of the Meeting of September 17, 2019, be approved, motion seconded by Commissioner Fleming and unanimously approved. Mayor Saliba presented and read a proclamation, proclaiming October 3, 2019 as “Health and Wellness Awareness Day.” Roy Kitts, Dothan Leisure Services, was present for the proclamation. Mayor Saliba presented and read a proclamation, proclaiming October 6-12, 2019 as “Fire Prevention Week.” Fire Chief Larry Williams and Battalion Chief David Hasty were present for the proclamation. Chief Williams and Batallion Chief Hasty presented 2019 Member of the Year Fire Department Awards to Firefighter Hunter Cordle, Rookie of the Year; Firefighter Michael Knowles, Firefighter of the Year; Sergeant Grant Hendrix, Sergeant of the Year; and Captain Mike Shiver, Fire Officer of the Year. Chief Williams and Battalion Chief Shan Ash presented Lifesaver Awards to Captain Travis Fretts, Firefighter Jeff Donner, Captain Rhonda Shehee, Firefighter Brad Kite, and Firefighter Noah King for the outstanding efforts they provided at a recent fire. Commissioner Fleming congratulated Leisure Services Director Elston Jones and said he would like to thank him personally for a lot of the things Mr. Jones did when he first met him at Lincoln Center, now Andrew Belle, to keep him and the other energetic kids in line, such as setting up swimming lessons and making sure everything ran right. Commissioner Kirkland wished Public Works Director Charles Metzger a Happy Birthday! Commissioner Crutchfield thanked our department heads for all their support these last couple of weeks. He said there are a lot of things going on in the city and he appreciates the quick follow up to citizens’ questions. City Manager Cowper made the following announcements and comments:  Troy University’s musical group POPulous will be presenting a free show at the Opera House titled “Wild Ride Down Memory Lane” at 7 p.m. this evening and everyone is encouraged to come out.  Dothan Leisure Services will hold their annual Health and Wellness Workshop on Thursday, October 3rd in the Civic Center arena from 8 a.m. until 2 p.m. and everyone is encouraged to attend this event.  The last Foster Fest for this season is Friday, October 4th from 6:00 p.m. until 10:00 p.m. and we encourage everyone to come enjoy the activities. Minutes of the Board of Commissioners – October 1, 2019, continued.  City offices will be closed on Monday, October 14th for Columbus Day and Monday residents will receive garbage pickup on Wednesday, October 16th.  The City is preparing for Halloween activities on October 31st and the community is requested to report any non-working street lights for repair. The Fall Fling will be held from 5:30 p.m. until 8:00 p.m. at Westgate Park and there will be lots of activities for families including candy giveaways, inflatables, and costume contests.  Fire Chief Larry Williams issued a burn ban yesterday due to dry conditions; hopefully, we will get a rain event in the coming week. Mayor Saliba introduced the application of Heather Grantham for a Lounge Retail Liquor License, Class I (on or off premise) for Space Night Club, located at 4129 Ross Clark Circle, Suites 3 & 4. Mayor Saliba asked if there was anyone present to speak on this matter and there were none. Commissioner Dorsey moved for approval, motion seconded by Commissioner Crutchfield. There being no discussion and upon the motion being put to vote, the motion was unanimously carried. Mayor Saliba introduced Ordinance No. 2019-248 (recorded in Ordinance Book No. _______at Page_______), rezoning property owned by AGRI-AFC/AL Farmers Cooperative, Inc., located at 412 Inez Road, from L-I (Light Industry) District to H-I (Heavy Industry) District. Commissioner Kenward moved for immediate consideration, motion seconded by Commissioner Kirkland and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Commissioner Kirkland then moved for adoption of Ordinance No. 2019-248, motion seconded by Commissioner Kenward and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Mayor Saliba introduced Ordinance No. 2019-249 (recorded in Ordinance Book No. _______at Page_______), annexing certain property owned by William T. Hazen and Jacquelyn M. Boutwell, located at 1761 Barrington Road, into the Dothan city limits. Commissioner Kenward moved for immediate consideration, motion seconded by Commissioner Crutchfield and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Commissioner Kenward then moved for adoption of Ordinance No. 2019-249, motion seconded by Commissioner Crutchfield and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Mayor Saliba introduced Ordinance No. 2019-250 (recorded in Ordinance Book No. _______at Page_______), annexing certain property owned by William and Rebecca Martin, located at 1801 Barrington Road, into the Dothan city limits. Commissioner Kirkland moved for immediate consideration, motion seconded by Commissioner Kenward and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Commissioner Kirkland then moved for adoption of Ordinance No. 2019-250, motion seconded by Commissioner Crutchfield and upon the motion being put to vote, those voting “yea,” were Saliba, Dorsey, Fleming, Kirkland, Kenward, and Crutchfield; “nay:” none. The motion was carried by the majority of six “yeas” to no “nays.” Minutes of the Board of Commissioners – October 1, 2019, continued. Mayor Saliba introduced Resolution No. 2019-251 (recorded in Ordinance Book No._______at Page_______), confirming the cost incurred in notification and abatement of certain properties determined to be nuisances by Resolution Numbers 2019-181 and 2019-195 and turning the costs over to the County Tax Collector so that the amounts can be added to the next regular bills for taxes levied against the respective lots and parcels of land. Commissioner Kenward moved for adoption, motion seconded by Commissioner Fleming and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-252 (recorded in Ordinance Book No._______at Page_______), agreeing to allocate the required twenty percent (20%) match of local funds for the FY 2020 Unified Planning Work Program in an amount not to exceed $98,946.00. Commissioner Kenward moved for adoption, motion seconded by Commissioner Crutchfield. Commissioner Kenward said as we discussed at the September 17th administrative meeting, we very rarely spend the actual amount of money allocated, but this agreement allows us to properly set the funds aside in the event we need to spend it on a project. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-253 (recorded in Ordinance Book No._______at Page_______), entering into a Private Development Agreement with Watflower, LLC, for installation and maintenance of water meters for 84 West Commercial Development located at 3835 W. Main Street, Dothan. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-254 (recorded in Ordinance Book No._______at Page_______), applying for and accepting a grant, in an amount up to $25,000.00, from the Alabama Department of Public Health (ADPH) Oral Health Office Bureau of Family Health Services, to be used for updates and upgrades to existing fluoride feed system equipment located at the well sites. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield and unanimously adopted. Mayor Saliba introduced Resolution No. 2019-255 (recorded in Ordinance Book No._______at Page_______), accepting a proposal from Condrey & Associates, Inc., to perform a compensation and classification study for the City of Dothan at a cost of $97,500.00. Commissioner Kirkland moved for adoption, motion seconded by Commissioner Crutchfield. Personnel Director Delvick McKay said Condrey & Associates are well-known human resource consultants in the industry and we are looking forward to this partnership. Mr. McKay introduced Drs. Steve Condrey and Greg Reece who provided a presentation and discussed the study in further detail. Mayor Saliba thanked Drs. Condrey and Reece for the presentation and said we look forward to the report. There being no further discussion, the resolution was unanimously adopted. Mayor Saliba introduced Resolution No. 2019-256 (recorded in Ordinance Book No._______at Page_______), entering into an agreement with the Alabama Institute for Deaf and Blind to provide interpreter services for a one-year period at a cost of $55.00 per hour. Commissioner Crutchfield moved for adoption, motion seconded by Commissioner Kirkland and unanimously adopted.
