Community and Government Affairs Committee Meeting Minutes Monday, November 10, 2025 6:00 PM Present: Councilpersons Ben Bell, Elizabeth Wyckoff, Connor O'Hanlon, and Larry Browne, as well as Parks and Recreation Director Caitlin Hernandez, Borough Manager John Davis, Mayor Noni West, and Council President Jack O'Brien. Councilmembers Amy Popkin, Bob Kinney, and Dennis Livrone were also in attendance. Approval of September 2025 Minutes. Minutes were approved as submitted. Immigration Resolution. Connor shared details on the continued agreement with and support of the current Central Bucks Regional Police Department policy that the Borough will not coordinate or collaborate with ICE without a federal warrant. Committee members and Council member in attendance discussed the language in the resolution. Several members of the community shared their thoughts on the resolution as well. Ember Crother of Warminster, Ariel Rivera of Morrisville, Ariel Virk of Doylestown, Stanley Cooper of Doylestown, Larissa Hopwood of Doylestown, and James Fraiter of New Britain all spoke and shared their support of the resolution. Committee members voted unanimously to forward the resolution on to Borough Council for consideration. 2026 Block Party Schedule. Caitlin reviewed details of the upcoming block party season, which will include South Main Street at the request of the Marketplace merchants. Youth Leadership Award. The Committee voted to unanimously accept the nomination and forward it to Borough Council to consider and schedule presentation. Economic Development Report. Caitlin went over several new businesses opening in town as well as several that have left. Social Media Report. Caitlin reviewed the continued increase in social media interaction on all platforms and positive feedback on the Borough's activities, including the annual Witch's Ride. New/Old Business. Mayor West asked for consideration of a resolution in support of State Senate Bill 1071, which will prohibit officers, including Federal agents, from wearing masks or face coverings that hide their identity while on duty. Committee members discussed the details. All members voted in support of recommending Council adopt the reso!ution in support of the bill.
