Environment and Recreation Committee Meeting Minutes Thursday, November 6, 2025, 6:00 PM Present: Committee Members Liz Wyckoff (Chairperson), Ben Bell, Dennis Livrone, and Connor O’Hanlon (via Zoom). Also present were Sustainability Coordinator Grant Rowe and Karyn Hyland, Director of Planning and Zoning. The Minutes from October 7, 2025, were approved as submitted (Bell/O’Hanlon). Karyn gave a brief background on the Green Points program’s origins. A motion was made to adopt the updated fee schedule for the Green Points (Bell/Livrone). Grant shared the Green Region Grant Application. He explained that there is a matching grant program with PECO for this project, which will fund an inventory and removal of invasive species, the planting of a no-mow pollinator meadow, and the installation of bird and bat boxes at Veterans Memorial Park and Chapman Park. This project has already been included in the 2026 draft budget, and this grant will reduce the funds allocated to it. A motion was made to pass the resolution authorizing the application to the PECO Green Region Open Space Program for Veterans Memorial and Chapman Park’s habitat enhancement (Livrone/Bell). Connor talked about a Community Fridge program. The Borough could adopt this program to reduce waste and provide additional resources to food-insecure residents. There are several refrigerator programs already implemented across the Greater Philadelphia metro area that we can use for guidance and planning. There are currently none operated by a municipality in Bucks County. Connor would like to incorporate some of the yields from the community gardens and have the fridge placed in a park. The Committee discussed logistics and planning. This will be a lengthy implementation process. Other committees and boards that should provide input include the Parks and Recreation Board, the Community and Government Affairs Committee, and the Environmental Advisory Council. The Committee members reviewed the Recreation Director's report because Caitlin was unable to attend the meeting.
