DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, JUNE 26, 2025 The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, June 26, 2025, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim Jacobsen, Andy Happ, Brian Guerriero, Marie Kovach, Richard Brown, Richard Chase, and Karyn Hyland, Director of Planning and Zoning. CALL TO ORDER: Ms. Jacobsen called the meeting to order at 7:30 p.m. MINUTES APPROVAL: The May 22, 2025, meeting minutes were approved as clarified and amended (Happ/Blasdale). SIGN APPLICATIONS: 78 S. Main Street: Ms. Sophia O’Hagan, the applicant, presented the application for signage on the building and described a prior conversation with Ms. Hyland regarding the proposed placement, which is too high to be effective. This application was tabled to allow the applicant to consider alternative locations and materials for the signs. BUILDING APPLICATIONS: 100 Cottage Street: Ms. Janet Green, the homeowner, discussed her financial concerns regarding deviating from the proposed vinyl windows. Several brands of windows have previously been approved for use as replacement windows in the historic district, and the Board recommended she speak to her contractor about them. The Board tabled the application to allow the homeowner and her contractors to review the costs of alternative window brands. 215 Beek Street: No one was present for the application; however, the Board voted to approve the application as submitted (Guerriero/Kovach). 22 S. Main Street: Jeffrey Simmons, the architect for the proposed application, presented an exterior seasonal deck expansion. The proposal includes an expanded deck and outdoor seating, located on the rear half of the building, positioned behind the existing upper-level mezzanine. It is slightly visible from the Hamilton St frontage and the Plaza West parking lot. The deck will only be available to customers during warmer weather months. The Board voted to recommend approval as presented, with changes made to the proposed vinyl to be replaced with Hardie Plank in a smooth finish with a 7” reveal, and the lighting on the roof to be turned off during the spring and fall bird migrations (Brown/Blasdale). 239 W. Court Street: Justin Lockman, the architect, and William Winterbottom, the property owner, presented the application for relocation of the 1st floor apartment entrance and the addition of a pent roof over the new entrance. The applicant will use toothed-in exposed brick for the door opening and provide a genuine stone doorsill. The Board voted to recommend approval as presented (Blasdale/Kovach). 166 W. Oakland Avenue: Richard Brown, the architect (recused from voting), and Darrin Wassman, the property owner, presented their application for an addition. Currently, the home is approximately 1,300 sq ft, and the proposal includes an additional 2,200 sq ft. Many of the home’s original architectural details will be reproduced, including the board and batten on the gables and shingle-style siding. The application proposes Hardie Plank for the siding with a 7” exposure and Hardie Shingles, also with a 7” exposure. The applicant would like to use Timberline shingles in the color charcoal or pewter grey. The porch roof will be a standing seam metal roof. The windows will be Anderson 400-series “Woodwright” double-hung and casement-style windows with simulated divided lites. The board members offered suggestions for changes to improve the application, including the scale of the front door, the roof on the west elevation, the color of the metal roof, and using other elements to break up the monotone schematic of the home. The Board voted to table the application, allowing the applicant to return with the suggested revisions. 68 E. Court Street: John Wolstenholme, the architect, representing the applicant, presented the application for the new mansard roof. The applicant would like to use a faux slate product. All existing trim that can be salvaged will be retained and repainted in Benjamin Moore's color, Capital White. The Board voted to recommend approval as presented, with the applicant's change to the application of copper to be replaced with a galvanized metal to be painted, and if the Davinci Inspire shingles in the color Mist Grey are not available, Graphite may be used in its place (Blasdale/Kovach). 277 Paine Street: Robert Dubree, the contractor, and the homeowners presented their application for an addition to the home. The applicant would like to construct a conservatory on the front left corner of the house and add a porch to tie the addition into the existing building. The Board expressed concern regarding the geometry of the proposed roofline and shared suggested edits regarding the proposed roof, possible skylights, and porch depth. The Board tabled the application to allow the applicant to return with revisions.
