DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, JULY 24, 2025 The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, July 24, 2025, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Ralph Fey, Constance Magnuson, Andy Happ, Marie Kovach, Richard Brown, Richard Chase, and Karyn Hyland, Director of Planning and Zoning. CALL TO ORDER: Ms. Blasdale called the meeting to order at 7:41 p.m. MINUTES APPROVAL: The June 26, 2025, meeting minutes were approved as submitted (Happ/Magnuson). SIGN APPLICATIONS: 78 S. Main Street: Sophia O’Hagan, the applicant, presented her resubmitted application for signage on the property. The Board voted to recommend approval of the “Sign 1 Option” on the second floor, side of the projecting gable, in line with the windows (Brown/Happ). BUILDING APPLICATIONS: 100 Cottage Street: The applicant and the contractor were not present for the meeting. 24 N. Main Street: Michael Raphael, the architect, presented the application for new dormers to be added to the roof, which will allow use of the unfinished 4th floor (aka attic space) as approved by the Zoning Hearing Board. The Board expressed many concerns regarding the proposed dormer addition to a prominent building in the center of the Borough. The Board voted to table the application, allowing the applicant to return with revisions. 277 Paine Street: Robert Nase of Nase Architects and Bob Dubree of Creative Contracting presented their resubmitted application for a sunroom addition to the property. The applicants and the property owners took the feedback provided at the last meeting and incorporated it into the new designs. The Board voted to recommend approval with the condition that the original three window profile on the second floor above the porch will remain as it is, the hipped roof on either side of the porch will switch to follow the end of the roof above the second floor, which will create a mono-pitch roof. Shutters will be added to windows on both sides of the front door, and there will be no side lights on the front door. The center vertical window muntins on the sunroom addition will align with the primary window muntins. The applicant will also be using a smooth Hardy plank (Happ/Magnuson). 166 W. Oakland Avenue: Richard Brown, the architect for the renovation, and Sean Irwin, the builder, presented the resubmitted application for a renovation and addition. The applicants’ representatives spoke to the recommended changes from the previous month’s meeting and provided details on the proposed materials. The Board voted to recommend approval of the application as submitted, with the condition that the applicant use a charcoal grey color for the metal roof (Fey/Happ). 40 Garden Alley (aka 85 E. State Street): Richard Brown, the architect for the homeowner, presented the application to demolish the existing two-story frame addition at the rear of the house and construct a new two- story wood frame addition on the footprint of the previous addition. The applicant will also build a wood one- car frame garage. The Board gave many compliments for the proposed plans. The Board voted to recommend approval of the application as presented (Magnuson/Kovach). 338 W. Oakland Avenue: Wayne Flok, the applicant and contractor for the homeowner, would like to demolish the existing garage and rebuild the structure as a 24’ by 18’ garage. The proposed garage will have one overhead door and one man door. The Board shared concerns with the scale and dimensions of the proposed structure. The Board voted to table the application to allow the applicant additional time to return with revisions to the plan. 119 W. Oakland Avenue: Karyn Hyland shared the background for this application, as the applicant was not present at the meeting. The submission is a very rough sketch and somewhat incomplete. It was noted at some point that the windows were changed to black from white with no guidance from the HARB. There is no further information to be provided at this time. The Board voted to table the application (Fey/Blasdale).
