DOYLESTOWN BOROUGH HISTORIC & ARCHITECTURAL REVIEW BOARD MEETING MINUTES THURSDAY, AUGUST 28, 2025 The Doylestown Borough Historic and Architectural Review Board met at 7:30 PM on Thursday, August 28, 2025, at Borough Hall, 10 Doyle Street. The following members attended: Denise Blasdale, Kim Jacobsen, Constance Magnuson, Andy Happ, Richard Brown, Brian Guerriero, and Karyn Hyland, Director of Planning and Zoning. CALL TO ORDER: Ms. Blasdale called the meeting to order at 7:30 p.m. MINUTES APPROVAL: The July 24, 2025, meeting minutes were approved as submitted (Blasdale/Guerriero). SIGN APPLICATIONS: 31 W. State Street: Jennifer Waszak, the applicant, presented her application for signage at her bridal wear and formal wear store. The Board voted to recommend approval of the application as presented (Blasdale/Happ). 111-113 E. Court Street: Thomas Saunders, the applicant, presented his application for signage at his business’s new location. There is no lighting proposed on the sign. The Board voted to recommend approval of the application as presented (Happ/Magnuson). 152 N. Main Street: Sriram Nadimpalli, the applicant, presented his application for signage at his business on Main Street. The applicant will be using the existing uplighting for the sign. The Board voted to recommend approval of the application as presented (Blasdale/Magnuson). BUILDING APPLICATIONS: 100 Cottage Street: The applicant and the contractor were not present for the meeting. 338 W. Court Street: Wayne Flok presented the application to replace the roof on the garage to the rear of the home. The current shingles are asbestos shingles. The applicant would like to use Timberline shingles that match the house, in the color charcoal. The Board voted to recommend approval of the application as presented (Brown/Happ). 56 S. Main Street: Andy Happ recused himself from this application, leaving five voting members of the Board. Greg Frederick, the architect, and Ron Strouse presented their application for a renovation of the Doylestown Historical Society. Mr. Frederick shared a background on the application, including the recent fire in March of 2025. The applicant proposes a new addition with a second-floor expansion, as well as the repair of fire- and smoke-damaged windows throughout the building. The non-original windows will be replaced with new windows to mimic the original. The applicant proposes the addition to be cedar lap siding painted to match the existing building. The new roof will be an architectural asphalt shingle in a style that mimics slate, and the first-floor roof will be a standing seam copper. All windows will be Marvin Ultimate; aluminum clad in the color Stone White with lites to match the existing. The rear steps will feature a thin real stone veneer to match the stone at the front entry, and a wrought iron handrail will be crafted to match the historic railing on the front porch closely. The Board voted to recommend approval of the application as presented, with the condition that the gutters will be painted half-round (Blasdale/Guerriero). 348 E. Court Street: Jeremy Philo presented an application for an addition to the side and rear of the property. The addition will be two stories in height and will include a bedroom on the upper floor and a family room on the lower floor to the rear. The addition on the side of the house will consist of an open-air carport. All exterior roof lines and materials will be in keeping with the existing home on the property. The Zoning Hearing Board approved the necessary variances in August 2025. The Board voted to recommend approval of the application as presented, with the condition that the proposed dormer on the face of the carport is removed, the trash enclosure will be a different color and aesthetic from the house, and the half-round gutters will be painted to match what is currently on the house (Happ/Brown). 119 W. Oakland Avenue: Brett Katzinger, the homeowner, presented his application for replacing an existing shed addition on the rear of the house with a new covered deck. The applicant shared a detailed plan for his new deck. He will be using matching materials to the existing home. The Board voted to recommend approval of the application as submitted and presented (Happ/Guerriero). 24 N. Main Street: Michael Raphael, the architect, returned to present a resubmitted application for the addition of new dormers to the roof, which would allow for livable space on the 4th floor of the structure. The applicant proposes Pella Reserve one-over-one double hung aluminum clad wood windows, Boral TruExterior trim in a smooth finish painted to complement the color of the slate or white, and a black cast iron fire escape extension in a style to match the existing fire escape. The Board recommended that the application be bifurcated and that a Certificate of Appropriateness be approved for the north and west elevations as resubmitted and presented. The applicant will return with new drawings for the eastern elevation with smaller dormers and modifications to the connector roof, and to continue the discussion surrounding the proposed roofing materials (Happ/Magnuson). NEW/OLD BUSINESS: Andy provided an update from the Planning Commission. They reviewed a land development application for 159-161 W. State Street. A single building will replace the two existing buildings, which currently have three retail locations. 57 W. Court Street was also on the agenda at the last Planning Commission meeting. Andy shared some of the changes to the previously submitted application for the property. Karyn further explained some of the technical zoning changes to the application.
