Minutes of Regular Meeting City Council City of Dripping Springs A Regular Meeting of the City Council of the City of Dripping Springs was held Tuesday, October 14, 2014, beginning at 5:35 PM at City Hall, located at 511 Mercer Street, Dripping Springs, Texas. I. Staff Reports regarding Consent, Site Developments, Subdivisions, Zoning, On Site Sewage Facilities, Signs, Variances, Waivers, Special Exceptions, Annexations, Alternate Standards, Business, and Other Agenda Items listed below. III. EXECUTIVE SESSION – Began at 5:40 p.m. The City Council for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and  Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). A. Consultation with City Attorney regarding allocation of wastewater capacities and potential alternatives and options to currently planned wastewater discharge permitting plans, including potential additional area needed to meet wastewater service needs (551.071 Consultation with Attorney and 551:072 Purchase, Exchange, Lease or Value of Real Property) B. Consultation with City Attorney Regarding Update on Dripping Springs Water Supply Corporation Exploratory Committee (Consultation with City Attorney, 551.071) C. Historic District: Consultation with City Attorney regarding the Temporary Moratorium on Certain Permits Adjacent to or Near Historic District, and draft Ordinances amending Chapter 30 of the Code of Ordinances proposing a historic district overlay and historic district expansion. Personnel: Deliberation regarding Personnel matters related to job description, salary, benefits, and work hours for Receptionist/Administrative Assistant. (Personnel, 551.074) E. Consultation with City Attorney Regarding Drainage Issues Affecting the Blue Sky Ranch Subdivision (Consultation with City Attorney, 551.071) IV. RECESS – at 6:45 p.m. V. CONSENT ITEMS The following items are anticipated to require little or no individualized discussion due to their nature being clerical, ministerial, mundane or routine. In an effort to enhance the efficiency of City Council meetings, it is intended that these items will be acted upon by the City Council with a single motion because no public hearing or determination is necessary. However, a City Council Member or citizen may request separate deliberation for a specific item, in which event those items will be removed from the consent agenda prior to the City Council voting on the consent agenda as a collective, singular item. Prior to voting on the consent agenda, the City Council may add additional items that are listed elsewhere on the same agenda. A. Approval of Treasurer's Report for September 2014 B. Approval of Geospatial Data Interlocal Contract for Geomap 2015 Work Order 4784- 4 Orthophoto Between the City of Dripping Springs and the Capital Area Council of Governments D. Approval of Resolution No. 2015-1: A Resolution of the City of Dripping Springs Designating an Official Newspaper for Fiscal Year 2015 Mayor Pro Tem Bill Foulds motions to approve. SITE DEVELOPMENTS/SUBDIVISIONS/ZONING/ON SITE SEWAGE FACILITIES/SIGNS/VARIANCES/WAIVERS/ALTERNATE STANDARDS/ANNEXATIONS Consideration and Possible Action On: A. Ordinance No. 1220.97: An Ordinance of the City of Dripping Springs amending the City Code of Ordinances, Chapter 30 Zoning, Exhibit A, revising the use chart to include a private gaming club and defining private gaming club; and providing for the following: findings of fact; enactment; repealer; severability; codification; effective date; and proper notice & meeting. 1. Amendment to Planned Development District #3 Agreement between the City of Dripping Springs and the Dripping Springs United Methodist Church (Sponsor: Mayor Purcell) Mayor Pro Tem Bill Foulds motions to approve. Council Member John Kroll seconds. VOTE: 5-0 in favor, motion passes. B. Request from the Dripping Springs Chamber of Commerce and Visitors Bureau to Remodel and Construct an Addition to Dear Hall, located at 509 Mercer Street, and for the Building Permit Fee to be Waived, Sherrie Parks, Executive Director (Sponsor: Mayor Purcell) Mayor Pro Tem Bill Foulds motions to approve. Council Member Charles Busbey seconds. VOTE: 5-0 in favor, motion passes. C. Consideration of grounds and trails maintenance agreements between the City of Dripping Springs and Canyon Creek Landscaping, Inc. Utilities: Evaluation of potential transaction with Dripping Springs Water Supply Corporation involving possible Real Estate acquisition and procurement or conveyance of other assets, and provision for limited nondisclosure of certain information necessary to facilitate due diligence and further negotiations.
