City Council & Board of Adjustment Workshop & Regular Meeting Minutes May 14, 2019 at 6:00 p.m. A Workshop and Regular Meeting of the City Council and Board of Adjustment of Dripping Springs, Texas, was held Tuesday, May 14, 2019 at 6:00 p.m. in the City Hall Council Chambers, located at 511 Mercer Street, Dripping Springs, Texas. I. PRESENTATION OF CITIZENS The floor is open for Citizens wishing to speak on items that are not on the posted agenda or do not have a public hearing, and speakers are encouraged to sign in prior lo speaking. Citizens wishing to speak shall do so afier being recognized by the Mayor. Speakers are allowed two (2) minutes to speak, which the Mayor or City Council may extend. By law no action may be taken during Presentations of Citizens. Dorthea Lane spoke regarding SUB2019-000 1: Murphy's Meadows Subd ivision and would like to see protections be put in p lace to protect the natural spring on the property. A. CONSENT AGENDA The following items are anticipated to require little or no individualized discussion due to their nature being clerical, ministerial, mundane or routine. In an effort to enhance the efficiency ofCity Council meetings, it is intended that these items will be acted upon by the City Council with a single motion because no public hearing or determination is necessa,y. However, a City Council Member or citizen may request separate deliberation for a specific item, in which event those items will be removedfrom the consent agenda prior to the City Council voting on the consent agenda as a collective, singular item. Discuss and consider approval of a Contract Instructor Agreement between the City of Dripping Springs and Earth Native Wilderness School for classes at Dripping Springs Ranch Park and Event Center. Discuss and consider approval of form regarding a Contractor Agreement related to Low Water Crossing Emergency Repairs at Dripping Springs Ranch Park. Sponsor: Mayor Purcell Chad Gilpin presented the item. Grounder Exchange is the low bidder for the project. The contractor will grade and "Dress-up" Low Water Crossing for use during upcoming events. After the weather clears up and the ground dries, the contractor will complete the repairs. A motion was made by Council Member King to approve the selection of Ground Exchange for a Contractor Agreement to complete Emergency Repairs at the DSRP Low Water Crossing and to authorize Michelle Fischer to negotiate the agreement. Discuss and consider approval of a Tree Planting Project at Dripping Springs Ranch Park and Event Center and authorization to use Landscape Funds on the Project. Discuss and consider approval of an Additional Funds Request by the Hays County Master Naturalists for the construction of a Bird Blind at Dripping Springs Ranch Park and Event Center. A motion was made by Council Member King to approve the Additional Funds Request by the Hays County Master Naturalists for the construction of a Bird Blind at Dripping Springs Ranch Park and Event Center with the condition that if any grant funds are received for the project, that the Hays County Master Naturalists reimburse the City for the requested additional funds. Council Member King withdrew his motion. A motion was made by Mayor Pro Tern Foulds to postpone consideration of an Additional Funds Request by the Hays County Master Naturalists for the construction of a Bird Blind at Dripping Springs Ranch Park and Event Center to the June 11, 2019 City Council meeting, with direction to staff to include an update on the grant funding status. Discuss and consider approval of the Farmers Market Association Board's recommendation relating to Farmers Market Manager Compensation. A motion was made by Mayor Pro Tern Foulds to approve the Farmers Market Association Board's recommendation and increase the Farmers Market Manager's compensation by $3.00 per hour. Discuss and consider approval of the First Amendment to City of Dripping Springs, County of Hays, Dripping Springs Independent School District, and Dripping Springs Library Board Agreement regarding Extension and Clarification of the Cost Allocation and Reimbursement for the Dripping Springs Tax Increment Reinvestment Zone Number One and Tax Increment Reinvestment Zone Number Two. The City Council met in Executive Session from 8:33 p.m. - 8:42 p.m. No action or vote was taken in Executive Session. Mayor Purcell returned the meeting to Open Session at 8:42 p.m. OPEN SESSION: Mayor Pro Tern Foulds requested Executive Session Agenda Item D be pulled into Open Session for action by the City Council. A motion was made by Mayor Pro Tern Foulds to authorize Mayor Pro Tern Foulds and Deputy City Administrator Ginger Faught to negotiate and execute any settlement agreements regarding repairs.
