Regular Meeting Minutes
April 16, 2020 at 10:00 a.m.
A Regular Meeting of the Farmers Market Association Board was held Thursday, April 16, 2020 beginning
at 10:00 a.m. via Videoconference and in City Hall Conference Room No. 1 located at 511 Mercer Street,
Dripping Springs, Texas.
I. VIDEOCONFERENCING MEETING
This meeting will be held via videoconference and the public is encouraged and welcome to
participate. Public comment may be given during the videoconference by joining the meeting using
the information below. Public comment for this meeting may also be submitted to the City Secretary
at acunningham@cityofdrippingsprings.com, no later than 9:00 a.m., Thursday, April 16, 2020.
The Farmers Market Association Board respectfully requests that all microphones and webcams be
disabled unless you are a member of the Board. City staff, consultants and presenters please enable

II. CALL TO ORDER AND ROLL CALL
Board Members present were:
Gouri Johannsen, Chair
Marianne Simmons, Vice Chair
Teresa Strube, Secretary

Parks & Community Services Director Kelly Schmidt
With a quorum of the Board present, Chair Johannsen called the meeting to order at 10:04 a.m.
III. PRESENTATION OF CITIZENS
A member of the public who desires to address the Board regarding any item on an agenda for an
open meeting may do so at presentation of citizens before an item or at a public hearing for an item
during the Board’s consideration of that item. Citizens wishing to discuss matters not contained within
the current agenda may do so, but only during the time allotted for presentation of citizens. Speakers
are allowed two (2) minutes to speak during presentation of citizens or during each public hearing.
Speakers may not cede or pool time. Members of the public requiring the assistance of a translator
will be given twice the amount of time as a member of the public who does not require the assistance
of a translator to address the Board. It is the request of the Board that members of the public wishing
to speak on item(s) on the agenda with a noticed Public Hearing hold their comments until the item(s)
are presented for consideration. Speakers are encouraged to sign in. Anyone may request a copy of
the City’s policy on presentation of citizens from the city secretary. By law no action may be taken
during Presentations of Citizens.
No one spoke during Presentation of Citizens.
IV. MINUTES
A. Discuss and consider approval of the February 20, 2020 Farmers Market Association
Board regular meeting minutes.
Chair Johannsen reported that the March regular meeting was cancelled.
Chair Johannsen and Vice Chair Simmons directed staff to make the following corrections
to the February 20, 2020 minutes:
• IV.C. – strike “$2,000” and replace with “$2,041.92”
• VI.A. – strike “product” and replace with “production”
A motion was made by Vice Chair Simmons to approve the February 20, 2020 Farmers
Market Association Board regular meeting minutes with corrections as directed. The motion
carried 6 to 0 via unanimous consent.

A. Parks & Community Services Monthly Report
Parks & Community Services Director Kelly Schmidt
Laurel Robertson noted that the data for the January 1st market had no booths or attendance
counted because there was no market. Board members reviewed the February and March
Parks Reports with no comment.
B. Farmers Market Manager Monthly Report
Farmers Market Manager Laurel Robertson
Laurel Robertson noted that all market related numbers are affected by Covid-19 and that
the Spotlight Series started successfully. COVID-19 has interrupted moving to Ranch
House, as well as vendor registration for next market year. Board members reviewed the
February and March FM Manager reports with no comment.
C. Farmers Market February and March 2020 Income Statement
City Treasurer Gina Gillis
The Board discussed the income statements and Chair Johannsen made adjustments to the
Budget Recommendation worksheet to reflect actual figures.
VI. MARKETING & PUBLIC RELATIONS
A. Discuss and consider possible action regarding the Vendor Spotlight Series.
The Board discussed configuring next Spotlight to create a dedicated but open space for the
vendor and customers, thus enhancing interest and accessibility
VII. MARKET VENUE
A. Discuss and consider approval of new Vendor Applications.
No new applications have been received.
B. Discuss and consider possible action regarding Banners and Signage for the Farmers
Market at Veterans Memorial Park.
The Board discussed exploring ideas for a large Market banner to be installed on the water
storage tank. Laurel Robertson will speak with Water Board members to see if there is any
consensus on proceeding with this idea.
A motion was made by Vice Chair Simmons table the monthly item of a permanent sign at
the Farmers Market. Board Member Oney seconded which carried unanimously 6 to 0.
C. Discuss and consider approval of a Fee Waiver Request from Thundering Paws.
Via unanimous consent the item was tabled.

D. Discuss and consider possible action regarding Market Venue and Market Hours of
Operation.
The Board discussed vendors leaving market early and took no action.
VIII. OTHER BUSINESS
A. Discuss and consider possible action regarding the Fiscal Year 2021 Farmers Market
Association Board budget recommendation.
The Board discussed budget recommendations and a request to add a Market Assistant
Manager position for 10 hours/week. The position is included in the budget and is dependent
on finding someone willing to work the hours.
The Board reviewed the budget recommendation worksheet and Chair Johannsen made
changes as discussed, noting that market income is expected to be lower the remainder of
the fiscal year compared the beginning of the fiscal year.
A motion was made by Board Member Oney to approve the Farmers Market Association
Board Fiscal Year 2021 Budget Recommendations with changes as discussed. Board
Member Vincent seconded the motion which carried unanimously 6 to 0.
B. Discuss and consider a reschedule date for the 2020 Farmers Market Vendor Social to
be at the Dripping Springs Ranch Park and Event Center.
Via unanimous consent this item was tabled.
C. Discuss and consider recommendation regarding an Ordinance Amending the City of
Dripping Springs Code of Ordinances Article 6.05 Farmers Market Association.
The Board discussed amendments to the ordinance as presented.
A motion was made by Chair Johannsen to recommend City Council approval of an
Ordinance Amending the City of Dripping Springs Code of Ordinances Article 6.05 Farmers
Market Association. Vice Chair Simmons seconded the motion which carried unanimously
6 to 0.

A motion was made by Board Member Oney to adjourn the meeting. Board Member Dahlin seconded
the motion which carried unanimously 6 to 0.
