MINUTES CITY OF DRIPPING SPRINGS HISTORIC PRESERVATION COMMISSION Monday, March 3, 2014 Regular Meeting City Hall, 511 Mercer Street Dripping Springs, Texas I. MEETING CALLED TO ORDER AND ROLL CALL Vice Chair John McIntosh calls the meeting to order at 5:30 pm and takes roll call. Present: Commissioner Kathryn Chandler; Commissioner Charlie Haydon ; Commissioner John Holdridge; Commissioner John McIntosh-Vice Chair; and Commissioner Karl Seelbach Absent: Commissioner Linda Freeman. Also present are Keenan Smith, the City’s consultant for Exterior Design and Architectural Standards, Mercer Street Pedestrian Improvement Project Engineer, Kevin Hoffman, P.E. with Klotz Associates, and City Administrator Michelle Fischer. Commissioner Ted Lehr, Chair, arrives at 5:50 pm. II. PRESENTATION BY CITIZENS-none. III. CONSENT Discussion and Possible action regarding: A. Approval of Regular Meeting Minutes, February 3, 2014-Commissioner McIntosh makes a motion to approve the minutes, seconded by Commissioner Seelbach. VOTE: all in favor. The motion is carried. IV. BUSINESS Discussion and Possible action regarding: Commissioner Lehr arrives and takes over as chair. Commissioner McIntosh recuses himself and become the presented of the next item. A. Certificate of Appropriateness for 211 Mercer Street, John McIntosh, Applicant 1. Presentation-Mr. McIntosh gives an overview of the application. He will be making changes and improvements to the building façade, adding an awning, constructing a masonry wall and planter, staining the concrete patio, installing a new door, painting the exterior, and installing a sign. 2. City Staff Report-Keenan Smith recommends approval of the application with a few qualifications, as noted in his report. 3. Public Hearing-no one speaks. 4. Certificate of Appropriateness-Commissioner Haydon makes a motion to approve the Certificate of Appropriateness with Mr. Smith’s recommendations, seconded by Commissioner Seelbach. VOTE: all in favor. The motion is carried. Commissioner McIntosh resumes his position on the Commission. B. Proclamation Declaring the Month of April as “Dripping Springs History Month,” Linda Freeman, Sponsor-Ms. Fischer gives an overview of the proclamation. Commissioner Lehr makes a motion to approve the proclamation with the correction on the name “Wallace Mountain Cemetery.” Commissioner Seelbach seconds the motion. VOTE: all in favor. The motion is carried. C. Mercer Street Community Giving Tree 1. Fundraising-Commissioners review the donations to date. 2. Distribution of Posters and Brochures-Commissioners review the distribution of posters and brochures and discuss where else to take them for display. 3. Construction D. Participation in Founders Day Festival-Commissioner Lehr and Commissioner Seelbach report on the Founders Day Festival and the Commission’s requested assistance. E. Mercer Street Improvement Project Phase 2-No action taken. 1. Pedestrian Enhancements & Landscaping 2. Cost Estimates 3. Fundraising 4. Special Events 5. Publicity F. Update on City of Dripping Springs STP MM CAMPO Project CSJ: 0914-33- 065: Mercer Street Pedestrian Improvement Project (Phase 1)-Mr. Hoffman gives a report on the project, pending change orders, and changes in the plans. Commissioner Haydon makes a motion to request the City Council to approve adding a triple bench to the west end of the project subject to future unallocated funds, seconded by Commissioner McIntosh. VOTE: all in favor. The motion is carried. V. ANNOUNCEMENTS A. Regular City Council Meeting, March 4, 2014, 5:30 p.m. B. Regular Historic Preservation Commission Meeting, April 7, 2014, 5:30 p.m. VI. ADJOURN-Commissioner Lehr adjourns the meeting at 6:20 pm.
