Historic Preservation Commission Meeting Minutes
A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday,
January 4, 2016, beginning at 5:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
COMMISSION:
Ted Lehr - Chair Kristi Graham John Holdridge

STAFF:
Michelle Fischer, City Administrator
Kerri Craig, City Secretary
Keenan Smith, Exterior Design, Architectural & Land Planning Consultant
Eugene Foster, Historic Preservation Consultant
Commission Chair Ted Lehr calls the meeting to order at 5:40pm. All present except
Commissioners Karl Seelbach, Kristi Graham, and Kathryn Chandler, and Consultant Keenan
Smith.
II. PRESENTATION BY CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each
citizen wishing to speak. No one speaks
III. CONSENT ITEMS
Discussion and possible action regarding:
A. Approval of Regular Meeting Minutes, December 7, 2015
Commissioner John Holdridge motions to approve the minutes. Commissioner Melissa Oehler
seconds. VOTE: 4-0 in favor, motion passes.
IV. BUSINESS
Discussion and possible action regarding:
A. Request to Amend Historic Resource Status of 27951 Ranch Road 12, located in Old Fitzhugh
Road Historic District, Jerry Merlick, Owner
1. Presentation - None
2. Staff Report – Eugene Foster, Roark-Foster Consulting LLC, report on file. Staff
recommends continued listing of the bungalow dwelling at 27951 Ranch Road 12 as a
contributing element of the Old Fitzhugh Road Historic District with the further
recommendation that its reported history of relocation be taken into consideration for any
COA Application the property owner develops and presents to the Historic Preservation
Commission.
3. Public Hearing – No one speaks
4. Historic Resource Status for 27951 Ranch Road 12 - Commissioner Melissa Oehler
motions to consider. Commission Chair Ted Lehr seconds. Commission discusses the
history of this property and the impact of amending the status. Commissioner Melissa
Oehler motions to deny the request. Commissioner Charles Haydon seconds. VOTE: 4-0 in
favor of denial, motion passes.

B. Certificate of Appropriateness Application for 301 Mercer Street for Roof Repairs, Todd
Purcell, Applicant
1. Presentation - None
2. Staff Report – City Administrator Michelle Fischer. Staff recommends authorizing
Consultant Keenan Smith to work with the applicant to finalize the design.
3. Public Hearing – No one speaks
4. Certificate of Appropriateness – Commission Chair Ted Lehr motions for the Commission
to direct staff to work with the applicant to find a solution that is compatible with historic
district guidelines, that the applicant must sign the application, and for staff to bring a
report on the final resolution back to the Historic Preservation Commission. Commissioner
Charles Haydon seconds. VOTE: 4-0 in favor, motion passes.
C. Changing the Meeting Time for Historic Preservation Commission Regular Meetings for
February through May 2016 – Commissioner Melissa Oehler motions to change the start time
of the Historic Preservation Commission meetings to 6:30pm during the months of February to
May 2016. Commissioner Charles Haydon seconds. VOTE: 4-0 in favor, motion passes.
V. ANNOUNCEMENTS
A. Regular City Council Meeting, January 12, 2016 at 7:00 p.m.
B. Regular Planning and Zoning Commission Meeting, January 26, 2016 at 7:00 p.m.
C. Regular Historic Preservation Commission Meeting, February 1, 2016 at 5:30 p.m.
VI. ADJOURN - Commissioner John Holdridge motions to adjourn the meeting. Commissioner
Charles Haydon seconds. VOTE: 4-0 in favor, motion passes. Meeting adjourns at 6:30pm.
