Historic Preservation Commission Meeting Minutes
A regular meeting of the City of Dripping Springs Historic Preservation Commission was held Monday, February 1, 2016, beginning
at 6:30 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. CALL TO ORDER AND ROLL CALL
COMMISSION:
Ted Lehr - Chair Kristi Graham John Holdridge
Karl Seelbach - Vice Chair Charlie Haydon Kathryn Chandler
Melissa Oehler
STAFF:
Michelle Fischer, City Administrator
Kerri Craig, City Secretary
Keenan Smith, Exterior Design, Architectural & Land Planning Consultant
Commission Chair Ted Lehr calls the meeting to order at 6:35pm. All present except
Commissioners Kristi Graham, Melissa Oehler, and Karl Seelbach.
II. PRESENTATION BY CITIZENS
Floor open to discussion on any subject. No action may be taken by law. Citizens wishing to speak
shall do so after being recognized by the Chair. The Chair may establish a time limit on each
citizen wishing to speak. - No one speaks
III. CONSENT ITEMS
Discussion and possible action regarding:
A. Approval of Regular Meeting Minutes, January 4, 2016 - Commissioner Charles Haydon
motions to approve the minutes. Commissioner John Holdridge seconds. VOTE: 4-0 in favor,
motion passes.
IV. BUSINESS
Discussion and possible action regarding:
A. Request from 2nd Grade Students from Walnut Springs Elementary School to install a Little
Free Library in the Mercer Street Historic District and Discussion regarding Associated
Certificate of Appropriateness Application, Kari Potter, Sponsor – Kari Potter and students
from Walnut Springs Elementary make their presentation. City Administrator Michelle Fischer
requests approval from the Commission to review, and if acceptable upon review, approve a
Certificate of Appropriateness for this request. Commissioner Charles Haydon motions to
approve staff’s request and authorizes the City Administrator to review and approve the
Certificate of Appropriateness, if acceptable upon review. Commissioner Kathryn Chandler
seconds. VOTE: 4-0 in favor, motion passes.
B. Certificate of Appropriateness Application for a Sign at 101 College St., Nancy Williamson,
PC, Applicant
1. Presentation - None
2. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends
approval.
3. Public Hearing – No one speaks
4. Certificate of Appropriateness - Commissioner Charles Haydon motions to approve the
Certificate of Appropriateness. Commissioner Kathryn Chandler seconds. VOTE: 4-0 in
favor, motion passes.

C. Staff Report on Certificate of Appropriateness for 301 Mercer Street for Roof Repairs, Todd
Purcell, Applicant – Consultant Keenan Smith, report on file. No action taken.
D. Preliminary Briefing on the Proposed Planned Development District for the Heritage project,
that being approximately 189 acres located within the extraterritorial jurisdiction of Dripping
Springs, in Hays County, Texas, commonly known as “Heritage Subdivision”. - City
Administrator Michelle Fischer and the applicants provide a briefing on this item. No action
taken.
E. Discussion regarding Potential Historic District Landscape and Pedestrian Amenity
Improvements and associated Professional Design Services. - City Administrator Michelle
Fischer and Consultant Keenan Smith provide an update on this item. No action taken.
Commission again discusses agenda item D. No action taken.
