MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION SPECIAL MEETING Thursday, August 1,2013 City Hall,511 Mercer Street, Dripping Springs,TX 1. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:01 pm and takes roll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner Rich Moore(DSISD); Commissioner Thao Phan(CODS); and Commissioner Eric Henline(DSISD). Absent: Commissioner Britt Figueroa(CODS); Commissioner Shelly Reeves(DSISD); and Commissioner Robert Hayden(CODS). Also present is Michelle Fischer, City Administrator. 11. BUSINESS Discussion and Possible Action regarding: A. Fiscal Year 2014 Budget Request 1. Public Hearing-no one speaks. 2. Review ofProposed Revenues and Expenses Commissioners review estimates from Ground Exchange for Founders Memorial Park Pool concrete deck extension and costs estimates from TF Harper & Associates for Founders Park playground and exercise stations and Sports & Recreation Park multi-use court repainting. Commissioners review the proposed budget and make the following changes to expenses: Sports & Recreation Park Equipment: add Security- $500 Founders Park Improvements: Founders Park Road and Parking Lot Paving and Traffic Controls-$35,000 from Parks & Recreation budget and $40,000 fi"om Street Budget (confirm correct amounts with Lonestar Paving or City Engineer and adjust as needed) Founders Park Improvements: Playground-reduce from $67,790 to $60,000 (meet with sales consultant to review location and equipment options) Founders Park Improvements: Exercise Stations-remove $22,245 from budget request(may consider in future)  Founders Park Improvements: Pool Concrete Deck-remove sales tax and reduce $5,100 to $2,328, see if swim team and DSISD will pays for other half, $2,328 Get estimates for debris removal at Sports & Recreation Park-this could be approved at a later date Sports & Recreation Park Improvements: Lower Adult Softball Field Drainage Improvements-use $11,133 of donation to be used on Adult Softball fields, which total $12,500 Sports & Recreation Park Maintenance: Repaint Multi-Use Court-remove $3,350 from budget request Use $86,896 in parkland dedication fund for Founders Park playground and ADA compliant sidewalk for adult softball fields Commissioners' goal is to request approximately the same amount of funding as last year ($194,022) and in addition to that use the parkland dedication funds for improvements as listed above. 3. Approval of Fiscal Year 2014 Budget Request Commissioner Phan makes a motion to approve the draft budget changes as discussed and to recommend approval of the budget to the City Council, seconded by Commissioner Moore. Commissioners direct Ms. Fischer to revise the budget as needed for the paving of Founders Park Road and to make up any difference in the line item for Sports & Recreation Park south drainage improvements. VOTE: all in favor. The motion is carried. III. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, August 13,2013, at 5:30 p.m. B. ADJOURN-Commissioner Moore makes a motion to adjourn, seconded by Commissioner Russell. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:05 pm.
