MINUTES CITY OF DRIPPING SPRINGS PARKS & RECREATION COMMISSION REGULAR MEETING Monday,January 13,2014-6:00 pm City Hall,511 Mercer Street, Dripping Springs,TX I. MEETING CALLED TO ORDER AND ROLL CALL Chair Robbie Zamora calls the meeting to order at 6:05 pm and takes toll call. Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric Russell, Vice Chair (DSYSA); Commissioner Robert Hayden(CODS); and Commissioner Britt Figueroa (CODS). Absent Commissioner Rich Moore(DSISD); Commissioner Thao Phan (CODS); Commissioner Shelly Reeves(DSISD); and Commissioner Eric Henline (DSISD). Also present are City Administrator Michelle Fischer and Brent Luck with Luck Design Team. II. PRESENTATION BY CITIZENS-no one speaks. III. CONSENT ITEMS Discussion and Possible Action regarding: A. Approval of Regular Meeting Minutes,December 9,2013-Commissioner Russell makes a motion to approve the minutes, seconded by Commissioner Hayden. VOTE: all in favor. The motion is carried. Commissioners state that the November minutes still need to be approved. IV. BUSINESS Discussion and Possible Action regarding: A. Update of City of Dripping Springs Master Plan for Parks, Recreation and Open Space, Including Review of Public Input and Establishing Priorities, and Update of City-Wide Trail Plan-Commissioner's review the draft priorities with Mr. Luck. He plans to have a complete draft plan for the next meeting. B. Sports & Recreation Park Trail Repair and Drainage Improvement Project Bid Package-Ms. Fischer reports that the bod package has been revised due to DSYSA feedback received by the City Engineer. She gives and overview of the changes. Commissioner Russell makes a motion to approve the revised bid package contingent on verification by DSYSA and the City Engineer that the drainage improvements that were removed are the correct ones, seconded by Commissioner Figueroa. VOTE: all in favor. The motion is carried. C. Participation in the Great Backyard Bird Count February 14*'' through 17"', 2014-Ms. Fischer reports that M.. Lee Brown with the Hays County Master Naturalists requests City assistance with publicizing the event. She states that she is able to help and will send information to the Commissioners who can then help spread the word about the event.  D. Update on the City's Application to the National Park Service Rivers, Trails & Conservation Assistance Program- Ms. Fischer reports that she expects to receive a scope of services letter from the National Parks Service by the next meeting. E. Commission's Use of Boardbook for Agendas and Meeting Materials-Ms. Fischer gives an overview of Boardbook and asks Commissioners if they would like to start using it. The Commissioners say that they would like to start using it as soon as possible. V. REPORTS Thefollowing updates relate to the planning and administration ofthe City's Parks & Recreation Program. Founders Memorial Park - Robbie Zamora and Eric Henline E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa F. Sports & Recreation Park - Eric Russell and Shelly Reeves G. Veterans Memorial Park and Triangle - Thao Phan H. Farmers Market Report- Jo Ann Touchstone, Market Manager-on file. VI. ANNOUNCEMENTS A. Regular City Council Meeting, Tuesday, January 14,2014, at 5:30 p.m. B. Regular Planning & Zoning Meeting, Tuesday, January 28,2014, at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, Mon., February 3,2014, at 6:00 p.m. VII. ADJOURN-Commissioner Russell makes a motion to adjourn, seconded by Commissioner Hayden. VOTE: all in favor. The motion passes and the meeting is adjourned at 7:39 pm.
