I. MEETING CALLED TO ORDER AND ROLL CALL
Chair Robbie Zamora calls the meeting to order at 6:20 pm and takes roll call.
Present: Robbie Zamora, Chair(DSYSA); Commissioner Robert Hayden
(CODS); Commissioner Thao Phan(CODS); and Commissioner Eric Henline
(DSISD). Absent: Commissioner Eric Russell, Vice Chair(DSYSA); Commissioner
Shelly Reeves(DSISD); Commissioner Rich Moore(DSISD); and Commissioner
Britt Figueroa(CODS). Also present is Michelle Fischer, City Administrator.
II. PRESENTATION BY CITIZENS-none.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, November 11, 2013
B. Approval ofRegular Meeting Minutes, January 13, 2014
Commissioner Hayden makes a motion to approve the minutes of November II,
2013 and January 13,2014 meetings, seconded by Commissioner Henline.
VOTE: all in favor. The motion is carried.
IV. BUSINESS
Discussion and Possible Action Regarding:
A. Request from Dr.Pound Historical Farmstead for Waterline Easement in
Founders Memorial Park-Commissioner Henline makes a motion to approve
the request, seconded by Commissioner Phan. VOTE: all in favor. The motion
is carried.
B. City of Dripping Springs Master Parks,Recreation, and Open Space Plan-
nothing is ready to review. No action taken.
C. Parkland Dedication for Preliminary Plat - Caliterra,Phase 1 located at
26465 Ranch Road 12(aka 210.330 acres +/- out of the Philip A. Smith
Survey, Abstract 0415,Hays County,Texas, approximately 1.3 miles south
of the US 290/RR12 intersection)
1. Presentation-Bob Richardson, RVi, gives an overview ofthe parkland
dedication. His report is on file.
2. Staff Report-Ms. Fischer states that City Staff has reviewed the parkland
dedication and recommends approval.
3. Public Hearing-no one speaks.
4. Approval ofParkland Dedication-Commissioner Phan makes a motion to
approve the parkland dedication as presented, seconded by Commissioner
Hayden. VOTE: all in favor. The motion is carried.
D. Drainage Improvements at Dripping Springs Sports and Recreation Park-
Ms. Fischer reports that adjacent property owners installed a fence along the
property which will make it difficult to construct the drainage improvements as
planned. She reports that the City should get an easement from the property
owner so that the improvements can be built partially on his property and so that
the City has permission to enter his property to construct the improvements.
V. REPORTS
Thefollowing updates relate to the planning and administration ofthe City's
Parks & Recreation Program, No Action to be Taken:
A. Maintenance Report - Michael Keaton (on file)
B. Revenues and Expenses Report - Gina Gillis, City Treasurer(on file)
C. Charro Ranch Park - Robert Hayden-potential Eagle Scout project and update of
brochure and trail map.
D. Founders Memorial Park - Robbie Zamora and Eric Henline-Need to have
meeting with DSISD on hours, entry requirements, and rules. Did Commissioner
Russell talk to the swim team about funds for extending concrete?
E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa-Ms. Fischer gives
an update on the park.
F. Sports & Recreation Park - Eric Russell and Shelly Reeves-no report.
G. Veterans Memorial Park & Triangle - Thao Phan-no report.
H. Farmers Market Report - Jo Ann Touchstone, Market Manager(on file)

A. Regular City Council Meeting, Tuesday, March 4, 2014, at 5:30 p.m.
B. Regular Planning & Zoning Meeting, Tuesday, February 25,2014 at 7:00 p.m.

VII. ADJOURN-Commissioner Hayden makes a motion to adjourn, seconded by
Commissioner Henline. VOTE: all in favor. The motion is carried and the meeting
is adjourned 6:52 pm.
