Reguiar Meeting on July 14, 2014
A City of Dripping Springs Parks & Recreation Commission meeting was held Monday, July 14,
2014, at 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Chair Robbie Zamora calls the meeting to order at 6:10 pm and takes roll call.
Present: Commissioner Robbie Zamora, Chair(DSYSA); Commissioner Eric
Russell, Vice Chair(DSYSA); Commissioner Robert Hayden(CODS);
Commissioner Rich Moore(DSISD); and Commissioner Eric Henline(DSISD).
Absent: Commissioner Wade King(CODS); Commissioner Shelly Reeves(DSISD);
and Commissioner Britt Figueroa(CODS). Also present is Michelle Fischer, City
Administrator.
II. PRESENTATION BY CITIZENS-none.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes for May 12, 2014
B. Approval of Regular Meeting Minutes for June 9, 2014
The minutes have been drafted, but no action is taken on them so that
Commissioners can review them before the next meeting.
IV. BUSINESS
Consideration and Possible Action On:
A. Special Event Co-Sponsorship Application from Hays County Emergency
Services District #6 for National Night Out Event at Dripping Springs Sports
& Recreation Park on October 7,2014-Chief Miller gives a presentation on the
application. He states that the YMCA is interested in participating in the event,
and DSYSA Soccer has indicated that they will not use the fields during the event.
Commissioner Moore makes a motion to approve the application, including the
YMCA being a cosponsor if requested, and contingent on written verification
from DSYSA that the event will not conflict with DSYSA activities at the park,
seconded by Commissioner Henline. VOTE: all in favor. The motion is carried.
B. Request from the Dr. Pound Historical Farmstead and Museum for Signage
at Founders Memorial Park-Ms. Fischer gives an overview of the request.
Commissioner Henline makes a motion to approve the request and the signs in
concept pending more specifics on the sign designs, locations, and sizes, seconded
by Commissioner Moore. VOTE: all in favor. The motion is carried.
C. Application from the Dr. Pound Historical Farmstead and Museum for Hotel
Occupancy Tax Grant Funds for Signage at Founders Memorial Park and
Advertising for Pioneer Day-Ms. Fischer gives an overview ofthe application.
Commissioner Henline makes a motion for the Commission to recommend
approval of HOT funds for the signage, which will benefit the park, seeonded by
Commissioner Russell. VOTE; all in favor. The motion is earried.
D. Proposed Fiscal Year 2015 Parks & Recreation Budget
1. Public Hearing-no one speaks.
2. Review Budget Requests & Recommendations-Commissioners review the
budget requests and indicate what they would like to see in the next draft.
a. Founders Memorial Park-Commissioners discuss the Pound House
Board's request for a trail or mowed path to the Poimd House and the
request for an area between the fenee and the parking area to be mowed.
They ask staff to get estimates to mow these areas. Commissioners discuss
requests from the swim team and ask Commissioner Russell to see if the
swim team can get estimates, contribute to the cost ofimprovements, and
can prioritize them, including a deck or turf on the south side ofthe pool,
expanding the fence to ereate more room for seating, and a shade structure.
Commissioners ask staff to get a quote to add parallel parking spaces and a
eross walk in parking area. Commissioners ask staff to get an estimate for
constructing a concrete trail section where is washes out.
b. Charro Ranch Park-Commissioners review the budget request from the
Charro Ranch Park Committee and direct staff on what items to include in
the draft budget.
c. Sports & Recreation Park-Commissioners discuss the need for an
easement to make drainage and trail improvements from the lower adult
Softball field to the south soccer fields. Commissioners direet staff to get
costs for routine maintenance ofthe sand volleyball court and an entrance
sign similar to the one at Charro Raneh Park.
d. Veterans Memorial Park-Commissioners direct staff to get estimates for
routine mowing of the park and Triangle, including maintaining the
landseaping and welcome sign areas.
e. Other Requests and Recommendations
3. Approval of Budget Requests and Proposed Budget-no action taken. The
Commission will review the revised draft budget at its next meeting and plans
to make a reeommendation on it to submit to the City Council.
V. REPORTS

B. Revenues and Expenses Report - Gina Gillis, City Treasurer-on file.
C. Charro Raneh Park - Robert Hayden-nothing to report in addition to the budget
items discussed.
D. Founders Memorial Park - Robbie Zamora and Eric Henline-nothing to report.

E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa-nothing to report.
F. Sports & Recreation Park - Eric Russell and Shelly Reeves-nothing to report.
G. Veterans Memorial Park & Triangle - Wade King-nothing to report.
H. Farmers Market Report - Jo Ann Touchstone, Market Manager-on file.
I. Trail Advisory Committee - Wade King and Robert Hayden-Commissioner
Haydon reports on the Committee's last meeting which focused on the trail survey
and Committee goals.
J. Report on Arrowhead Ranch Subdivision Parkland Dedication-Michelle Fischer,
City Administrator-Ms. Fischer reports that the parkland is being deeded to the
City in the next few weeks.
K. Report on Founders Ridge Subdivision Parkland Dedication-Michelle Fischer,
City Administrator-Ms. Fischer reports that the City Council concurred with the
Commission's recommendation on the parkland dedication.
L. Report on Drainage Improvement Project Phase 1 at Dripping Springs Sports &
Recreation Park-Michelle Fischer, City Administrator-Ms. Fischer reports that
the project is completed and has been inspected and approved by the City
Engineer.

Commission Henline. VOTE: all in favor. The motion is carried and the meeting is
