Regular Meeting
August 11, 2014
A Parks & Recreation Commission of City of Dripping Springs was held Monday, August 11,
2014, at 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Commissioner Zamora calls the meeting to order at 6:00 pm and takes roll call:
Present: Commissioner Robbie Zamora, Chair (DSYSA); Commissioner Eric
Russell, Vice Chair (DSYSA); Commissioner Robert Hayden (CODS);
Commissioner Rich Moore (DSISD); Commissioner Wade King (CODS); and
Commissioner Eric Henline (DSISD). Absent: Commissioner Shelly Reeves
(DSISD) and Commissioner Britt Figueroa (CODS). Also present is Michelle
Fischer, City Administrator and Parks & Recreation Consultant Melody Mitchell.
II. PRESENTATION BY CITIZENS
A. Proclamation Congratulating the City and Citizens of Dripping Springs,
Texas on its Gold Scenic City Certification-Ms. Fischer informs the
Commission of the award and reports that the City scored well on parks,
recreation, and open space related items.
No other presentation made.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, July 14, 2014-Commissioner Russell
makes a motion to approve the minutes, seconded by Commission Moore.
VOTE: all in favor, expect Commission King, who abstains. The motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Request from Austin Waldorf School for Rental of Sports & Recreation Park
Soccer Field #6, Chad Lipscomb, Coach-Commissioner Russell makes a motion
to approve the request contingent of DSYSA Soccer president approving the
request, seconded by Commissioner Moore. VOTE: all in favor. The motion is
carried.
B. Request from the Dr. Pound Historical Farmstead and Museum for Signage
at Founders Memorial Park-Commissioner Moore makes a motion to approve
the request as presented with the condition that the City Administrator approves
the sign placements, seconded by Commissioner Russell. VOTE: all in favor,
except Commissioner King, who abstains. The motion passes.
C. Founders Memorial Park Pool Maintenance and Improvements-Ms. Fischer
reports on a meeting she and Melody Mitchell attended with DSISD
representatives to discuss needed repairs. She and City Staff will continue to
work with the District to make necessary repairs.
D. Parks Grounds Maintenance Requirements and Budget Estimates for Fiscal
Year 2015-Melody Mitchell gives a presentation on the parks grounds
maintenance requirements and budget estimate. Commissioner Moore states that
he recommends the Charro Ranch Park running trail be mowed less frequently
than the six cycles proposed. No action taken on this item.
E. Proposed Fiscal Year 2015 Parks & Recreation Budget
1. Public Hearing-no one speaks.
2. Approval of Proposed Budget-Ms. Fischer gives an overview of the
proposed budget and changes made from the last draft. Commissioner Russell
makes a motion to approve the budget with $2,500 added to pool maintenance,
an additional $2,000 for additional grounds maintenance, $10,000 for pool
improvements, and $10,000 for a trail extension at Sports and Recreation Park,
seconded by Commissioner Moore. VOTE: all in favor. The motion is
carried.
V. REPORTS
The following updates relate to the planning and administration of the City's Parks
& Recreation Program. No Action to be Taken:

B. Charro Ranch Park - Robert Hayden
C. Founders Memorial Park - Robbie Zamora and Eric Henline
D. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa
E. Sports & Recreation Park - Eric Russell and Shelly Reeves
F. Veterans Memorial Park & Triangle - Wade King
G. Farmers Market Report - Jo Ann Touchstone, Market Manager-on file.
H. Trail Advisory Committee - Wade King and Robert Hayden
I. Maintenance Report-on file.
VI. ANNOUNCEMENTS
A. Regular City Council Meeting, Tuesday, August 12, 2014, at 5:30 p.m.
B. Regular Planning & Zoning Meeting, Tuesday, August 26, 2014 at 7:00 p.m.
C. Regular Parks & Recreation Commission Meeting, September 8, 2014, at 6:00
p.m.
VII. ADJOURN-Commissioner Moore makes a motion to adjourn, seconded by Commissioner
Henline. VOTE: all in favor. The motion is carried and the meeting is adjourned at 7:59 pm.
