Parks & Recreation Commission Meeting Minutes City of Dripping Springs Regular Meeting on November 10, 2014 A Regular Meeting of the Parks & Recreation Commission, City of Dripping Springs, was held Monday, November 10, 2014, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Vacancy (DSISD) Eric Henline (DSISD) Britt Figueroa (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Vice Chair Eric Russell called the meeting to order at 6:07pm. All present except Commission Chair Robbie Zamora and Commissioner Rich Moore. Ms. Fischer states that former Commissioner Shelly Reeves has informed the City that DSISD has appointed Ron Jones to the Commission and the City Council will appoint him to the Commission on November 18th. Also present were Brent Luck (Consultant) and Melody Mitchell (Consultant). II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, August 11, 2014 B. Approval of Regular Meeting Minutes, September 8, 2014 C. Approval of Regular Meeting Minutes, October 6, 2014 Commissioner Wade King motions to approve all consent items. Commissioner Robert Hayden seconds. VOTE 5-0 in favor, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Request from Dripping Springs Youth Sports Association to Install Lightening Detectors at Founders Memorial Park and Sports & Recreation Park, Chris Bailey, DSYSA Soccer Board President City Administrator Michelle Fischer – Report on file. DSYSA has asked the city to pay $350 per year to maintain the lightening detectors. The City Attorney has consulted with the Texas Municipal League legal staff and the Texas Municipal League Intergovernmental Risk Pool and he has advised the city not to pay for the detectors or their maintenance due to liability  issues. Staff recommends approval to allow DSYSA to install and maintain the lightening detectors and that DSYSA will have sole ownership of them. She recommends that the Commission or their appointee(s) approve the exact locations of the detectors. Commissioner Robert Hayden motions to approve staff recommendation to allow DSYSA to install and maintain the lightening detectors without any financial assistance from the City, DSYSA will have sole ownership of them, and Commissioner Russell and the City Administrator will approve the locations. Commissioner Britt Figueroa seconds. VOTE 5-0 in favor, motion passes. B. Presentation on Dripping Springs Public Skate Park Initiative, Dennis Baldwin Dennis Baldwin – Report on file. Provides a powerpoint presentation showing types of skateparks and the benefits of skating. Requests that a Skatepark Advisory Committee be established with skatepark advocates, a Parks and Recreation Commission representative, and a City Council representative. Requests that the Commission consider increasing the priority level for a skatepark in the draft Master Parks and Recreation Plan. Commission Vice Chair Eric Russell asks how long it would take to build the park once land has been acquired. Dennis replies six to nine months to build, but the time it takes to find the land, raise the funds and build the park could take three to five years. Commissioner Britt Figueroa asks what the estimated cost would be. Dennis replies a very rough estimate is usually $40-$50 per square feet. So for a park the size of the one in Buda (10,000 square feet) it would cost approximately $400,000 to $500,000. Commission Vice Chair Eric Russell asks Dennis what size skatepark he recommends for Dripping Springs. Dennis replies 10,000 square feet, but could go a little smaller if necessary. No action taken. Commissioner Russell asks the audience to raise their hand if they are here for this agenda item. 72 people were in the audience for this item. C. City of Dripping Springs Parks, Recreation & Open Space Master Plan 2014-2024 1. Presentation, Brent Luck, Luck Design Team – Presentation on file. 2. Public Hearing Miles Mathews, member of the Pound House Board, recommends that something be added to the plan regarding the need to add land to Founders Memorial Park as a buffer for the Pound House. He is concerned with the Transportation Plan’s proposed roadway east of the Pound House and would like it moved to the east. Keenan Smith-member and representative of the Dripping Springs Economic Development Committee (EDC), applauds the Commission’s efforts and states that the EDC is reviewing the draft plan and is looking at economic development through parks and recreation. He states that the EDC will be discussing this. 3. Discussion Commissioner Russell states that the timing of the survey may have been before the skating classes began. He asks Mr. Luck if a skatepark can be moved up in priority. Mr. Luck states that the document can change and there needs to be transparent documentation of what caused the change. He states that he recommends the Commission revisit the priority list every one to two years, update it, and attach it to the plan. Commissioners ask  Mr. Luck to incorporate into the plan a skatepark advisory committee as an action item. Mr. Luck states that the DSRP inventory is being updated and he is working with Melody Mitchell to correspond the plan with the draft parkland dedication ordinance. Commissioner Russell asks if the Commission needs to hold another public hearing on the draft plan. Mr. Luck states that another hearing held by the Commission is not required and one will be held by the City Council which will be another opportunity for public comment. No action taken. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Report - Gina Gillis, City Treasurer – Report on file. B. Maintenance Director's Report-Robert Steepe – Report on file. C. Charro Ranch Park - Robert Hayden – Commissioner Hayden states that a plan needs to be made to repair the limestone markers. Ms. Fischer recommends that Robert Steepe be consulted and they can also ask Baxter Hurlbut, of Baxter Masonry, to look at it. D. Founders Memorial Park - Robbie Zamora and Eric Henline –Nothing to report. E. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa – Nothing to report. F. Sports & Recreation Park - Eric Russell and Shelly Reeves – Nothing to report. Commissioner Russell asks Ms. Fischer to find out if some of the trash carts have been removed, there seems to be some missing. G. Veterans Memorial Park & Triangle - Wade King – Nothing to report. H. Farmers Market Report - Market Manager – Report on file. I. Trail Advisory Committee - Wade King and Robert Hayden – Will meet on Nov. 13th to review the results of the Trails Survey. J. Parkland Dedication Ordinance Committee - Melody Mitchell – Ms. Mitchell gives a report on the status of the Committee. VI. ANNOUNCEMENTS A.
