Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, January 26, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) Britt Figueroa (CODS) Commission Chair Robbie Zamora called the meeting to order at 6:00pm. All present except Commissioner Britt Figueroa and Commissioner Ron Jones. Also present is Brent Luck, Parks and Recreation Consultant. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. - No one speaks III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, December 8, 2014 Commission Vice Chair Eric Russell motions to approve the minutes. Commissioner Wade King seconds. VOTE: 6-0 in favor, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Parkland Dedication for Springs at Onion Creek Subdivision, located at 1601 Creek Road, Clint Jones, Applicant 1. Presentation – Clint Jones, Applicant 2. Staff Report – Parks and Recreation Consultant Brent Luck, report on file. 3. Public Hearing Marianne Simmons – adjacent property owner. There is not enough information available for you to make a decision today. Expresses concern regarding the park being located in a floodplain, safety, water quality, and the status of the agreement with Hays County. Teresa Strube – Suggests that an Environmental Assessment be completed and expresses concern about the location of the trails, flooding issues, and parking. States that approval of this item is premature due to a lack of information. 4. Parkland Dedication - Commissioner Wade King leaves the room at 7:26pm. Commission members discuss the concerns raised in public comment. Commission Vice Chair Eric Russell motions to table the item so that more information can be gathered. Commissioners Henline and Russell volunteer to meet with Brent Luck and Planning Director Jon Thompson to evaluate the parkland dedication. Commissioner Rich Moore 1 seconds. VOTE: 5-0 in favor, motion passes. B. Parkland Dedication for the Burrows Subdivision, located at 198 EMS Drive, Bill McLean, RDS Development 1. Presentation – Judd Willeman 2. Staff Report – Parks and Recreation Consultant Brent Luck recommends approval, report on file. 3. Public Hearing – No one speaks. 4. Parkland Dedication - Commissioner Rich Moore motions to approve. Commissioner Eric Henline seconds. VOTE: 5-0 in favor, motion passes. Commissioner Wade King returns to the meeting at 7:32pm. C. Request from Dripping Springs Farmers Market Association Board to Create an Advisory Committee for Veterans Memorial Park/The Triangle Marianne Simmons, Farmers Market Association Board President, provides an overview of the request. Commissioner Wade King motions to approve the request to include the Committee in the Parks, Recreation, and Open Space Master Plan and for the Committee to consist of at least one Parks and Recreation Commission member and one Farmers Market Association Board member. Commissioner Rich Moore seconds. VOTE: 6-0 in favor, motion passes. D. Consideration of City of Dripping Springs Parks, Recreation & Open Space Master Plan 2014-2024 Parks and Recreation Consultant Brent Luck presents latest revisions, report on file. Commissioner Eric Henline motions to approve the plan with the addition of the Veterans Memorial Park/The Triangle Advisory Committee. Commission Chair Eric Russell seconds. VOTE: 6-0 in favor, motion passes. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Report - Gina Gillis, City Treasurer – Report on file. B. Maintenance Director's Report-Robert Steepe – Report on file. Requests signs for the stone markers that were moved at Charro Park. C. Founders Memorial Park - Robbie Zamora and Eric Henline – Nothing to report. D. Dripping Springs Ranch Park - Rich Moore and Britt Figueroa – Nothing to report. E. Sports & Recreation Park - Eric Russell – Nothing to report. F. Veterans Memorial Park & Triangle - Wade King – Nothing to report. G. Farmers Market Report - Market Manager – Stacy Qualls, report on file. H. Trail Advisory Committee - Wade King and Robert Hayden – Nothing to report. I. Parkland Dedication Ordinance Committee - Melody Mitchell – Nothing to report. VI. ANNOUNCEMENTS A.
