Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, June 8, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) Britt Figueroa (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora calls the meeting to order at 6:02pm. All present except Commissioners Britt Figueroa, Rich Moore and Ron Jones. Also present are Justin Bates (National Park Service Community Planner), Melody Mitchell, and City Secretary Kerri Craig. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. – No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, May 11, 2015 – Commission Vice Chair Eric Russell motions to approve the minutes. Commissioner Robert Hayden seconds. VOTE: 4-0 in favor, Commissioner Eric Henline abstains since he was not present at the May 11th meeting, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Parkland Dedication for 6.891 acres out of the Benjamin F. Hanna Survey, A0222 & Philip A. Smith Survey, A0415, (also known as "26 Doors"), Mark Lander, TMG Commercial, Applicant, on behalf of 26 Doors LLC, Owner 1. Presentation – Mark Lander, the applicant, is available for questions. 2. Staff Report – Planning Director Jon Thompson, report on file. Staff recommends approval of the Parkland Dedication as proposed for the Twenty Six Doors project, and to grant a waiver for the cash-in-lieu requirement. However, the Ag Facility Fee of $945 will be required to be paid. 3. Public Hearing – No one speaks. 4. Parkland Dedication 5. Request for Waiver of Parkland Dedication Cash In Lieu Fees Commission Vice Chair Eric Russell motions to approve the Parkland Dedication and the Waiver of Parkland Dedication Cash In Lieu Fees according to staff’s recommendation. Commissioner Wade King seconds. VOTE: 5-0 in favor, motion passes. 1  B. Resolution No. 2015-31: A Resolution of the City of Dripping Springs Approving the Amended City-Wide Trails Plan 1. Presentation – City Administrator Michelle Fischer, presentation on file. Justin Bates, National Park Service Community Planner, presentation on file. 2. Public Hearing – Terry Bilderback, ETJ resident - This has been an exciting and interesting process, and our community is excited about the plan. We encourage the City to keep moving forward with this plan. Wayne Simoneau, DS resident since 1994 in The Woods – I would like to see signs put up on our existing roadways that state they are bikeways. Even though the bike trail infrastructure is not in place yet, we can put signs up today that state the roads are designated as bikeways so drivers can see that biking is encouraged on those roads. It is dangerous especially on Ranch Road 12, but those signs would tell drivers that bikers are expected to be on the road beside them. The 10 foot wide concrete path is the right way to go, with 30 feet wide the minimum. San Antonio has a world-renowned trail system and is a good trail system to look at. Howard K. Ballard, representing DSISD on the Trails Plan Committee – We evaluated all aspects of the potential trails and found concrete would be best in regards to maintenance and durability. We worked very hard on the trails plan and are very excited about the potential trails in Dripping Springs, so we don’t have to go outside the City to jog, bike, walk, etc. Melissa Brooks, Springlake Subdivision resident since 1989 – I support the trails plan but am very concerned about the speeding cars, especially on Ranch Road 12. No one follows the speed limit, not even school buses. 3. Approval of Resolution No. 2015-31: A Resolution of the City of Dripping Springs Approving the Amended City-Wide Trails Plan - Commissioner Wade King motions to approve Resolution 2015-31. Commission Vice Chair Eric Russell seconds. VOTE: 5-0 in favor, motion passes. C. Proposed Dripping Springs Rotary Club Project for Improvements to Founders Memorial Park – City Administrator Michelle Fischer provides an overview of the project. No action taken. D. Application by the City of Dripping Springs to the Lower Colorado River Authority's Community Development Partnership Program - City Administrator Michelle Fischer provides an overview and update of the program. No action taken. E. Fiscal Year 2016 Budget Request – City Administrator Michelle Fischer goes over the budget timeline, request form, and possible budget requests to consider for FY 2016. Commission Chair Robbie Zamora asks each Commission member to draft budget requests for each of their assigned parks and send it to City Administrator Fischer to be compiled and prepared for review at the July Parks and Recreation Commission meeting.
