Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, July
13, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL

Eric Henline (DSISD) VACANCY (CODS)
City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Chair Robbie Zamora calls the meeting to order at 6:05pm. All present
except Commissioners Ron Jones, Rich Moore and Robert Hayden. Also present are City
Secretary Kerri Craig and Parks and Recreation Consultant Brent Luck.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens
wishing to speak shall do so after being recognized by the Chair. The Chair and
Commission may establish a time limit on each citizen wishing to speak. – Terry Tull,
ETJ citizen – Thanks the Commission and staff for their work on the amended trails plan,
and states that if we don’t identify our vision for the community before subdivisions,
utilities, etc. are in place, they will not be guided in what they do.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, June 8, 2015 – Commission Vice Chair Eric
Russell motions to approve the minutes. Commissioner Wade King seconds. VOTE:
4-0 in favor, motion passes.
IV. PARKLAND DEDICATION PLANS
A. Master Open Space and Parkland Dedication Plan for Caliterra Subdivision, Located
at 26025 Ranch Road 12, Development Solutions CAT LLC, Applicant
1. Presentation – Peter Dufrene, Representative for Caliterra
2. Staff Report – Parks and Recreation Consultant Brent Luck, report on file. Staff
recommends approval subject to the conditions stated in the staff report.
3. Public Hearing – No one speaks.
4. Master Open Space & Parkland Dedication Plan – Commission Vice Chair Eric
Russell motions to approve according to staff’s recommendations with the
condition that upon construction of the Onion Creek Trail corridor, the developer
agrees to maintain it. Commissioner Eric Henline seconds. VOTE: 3-1 in favor,
Commissioner Wade King votes Nay, motion passes.

B. Parkland Dedication for Paisano Country Homes Subdivision, Located at 13400
Paisano Trail, JP and LP Rentals LLC, Applicant
1. Presentation – Joe Peter, Applicant
2. Staff Report – Planning Director Jon Thompson, report on file. Staff recommends
tabling this item because elements of the proposal are not in compliance with the
City’s Parkland Dedication Ordinance, as described in the staff report.
3. Public Hearing – Gary Childs, Would like to know what the maintenance plan will
be for the trails in the development.
4. Parkland Dedication Plan - Commissioner Eric Henline motions to table this item
until it can be further reviewed by staff, and can be brought back to the next Parks
and Recreation Commission meeting. Commission Vice Chair Eric Russell
seconds. VOTE: 3-1 in favor, motion passes.
V. BUSINESS

A. Fiscal Year 2016 Budget Request

8. Approval of Budget Request - Commissioner Wade King motions to approve the
FY 2016 Budget as amended during the meeting, and to authorize Vice Chair Eric
Russell to write a report outlining the budget decisions made by the Commission
for FY 2016. Commissioner Eric Henline seconds. VOTE: 4-0 in favor, motion
passes.
B. Application by the City of Dripping Springs to the Lower Colorado River Authority's
Community Development Partnership Program for a Pavilion and Related
Improvements at Charro Ranch Park - Commissioner Eric Henline motions to
approve the application by the City of Dripping Springs to the Lower Colorado River
Authority’s Community Development Partnership Program for a Pavilion and Related
Improvements at Charro Ranch Park. Commissioner Wade King seconds. VOTE: 4-0
in favor, motion passes.
C. Appointment of Commission Chair and Vice Chair - Commissioner Eric Henline
motions to appoint Robbie Zamora as Chair and Eric Russell as Vice Chair.
Commissioner Wade King seconds. VOTE: 4-0 in favor, motion passes.
