Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, August 11, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) VACANT (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora calls the meeting to order at 6:03pm. All present except Commissioners Rich Moore and Ron Jones. Also present are Dripping Springs Ranch Park Manager Lynne Dickinson, Dripping Springs Ranch Park Lead Maintenance Ray Craig, and City Secretary Kerri Craig. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. – No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, July 13, 2015 – Commission Vice Chair Eric Russell motions to approve the minutes. Commissioner Eric Henline seconds. VOTE: 4-0 in favor, motion passes. Commissioner Wade King arrives at 6:33pm. IV. PARKLAND DEDICATION PLANS A. Parkland Dedication for Paisano Country Homes Subdivision, Located at 13400 Paisano Trail, JP and LP Rentals LLC, Applicant 1. Presentation – Joe Peter, Applicant 2. Staff Report – Planning Director Jon Thompson, report on file. Staff recommends approval with the conditions stated in the report. 3. Public Hearing – Paula Britton – Lives in the proposed area and is against the proposed development because it is against the deed restrictions and neighborhood policies. Earl Britton – Lives in High Sierra and is against the proposed development because it is in an inappropriate place. This area is a neighborhood with large lots, not multiple homes on one lot. Jeff Jackson – We built our house in that neighborhood in 1983 and put a lot of work into our land. This development goes against the existing deed restrictions. Marilyn Jackson – Lives in this neighborhood and is concerned about increased traffic affecting our ability to walk through the area, low income housing will bring cheap homes with no maintenance, high crime, etc. 1  Dwight Cassell – Is against this development because it goes against the neighborhoods deed restrictions. Cynthia Grant – Is against this development because of potential increase in traffic, road degradation, low income housing, and violation of deed restrictions. David Brandon – Is against this development because there are inconsistencies between the parkland dedication plans and the site plan, it’s against the deed restrictions, and there are no plans for ADA compliance according to the plan. Chad Swedberg – I live on the outer area of this neighborhood and I’m worried about the precedent this might set and its affect on property values, and whether or not the land and area will be maintained properly. 4. Parkland Dedication Plan – The Commission discusses the dedication plan and easement, legal aspects of the easement, the deed restrictions issue, the appropriateness of the parkland, and the specifics of the parkland dedication ordinance. Commission Vice Chair Eric Russell motions to table the Parkland Dedication Plan until the City can get an opinion from the City Attorney regarding any potential legal issues related to the easement in relation to deed restrictions. Commissioner Robert Hayden seconds. VOTE: 5-0 in favor, motion passes. B. Scenic Greens Subdivision Conceptual Master Plan for Parks and Open Space – Commission hears an update on the Master Plan. Commission discusses the Master Plan including the trails plan, park space, parking, and the development timeline. No action taken. V. BUSINESS Consideration and Possible Action On: A. Request for Fiscal Year 2015 Budget Expense to Purchase Storm Doors and Veterinary Room Door at Dripping Springs Ranch Park, Lynne Dickinson, Dripping Springs Ranch Park Manager – Commission Vice Chair Eric Russell motions to approve the request to purchase the $4,000 Veterinary Room Door at Dripping Springs Ranch Park using FY 2015 Parkland Dedication Funds if available, and suggests that the Storm Doors be purchased with Hotel Occupancy Tax funds if available. Commissioner Eric Henline seconds. VOTE: 5-0 in favor, motion passes. B. Request from Dripping Springs Independent School District for Reimbursement of Non- Routine Equipment Repairs and Replacements at Founders Memorial Park Pool - Commissioner Wade King motions to approve the reimbursement request. Commission Vice Chair Eric Russell seconds. VOTE: 5-0 in favor, motion passes. C. Amendment to the Interlocal Agreement between the City of Dripping Springs and the Dripping Springs Independent School District for Founders Memorial Park Pool and Pavilion - Commissioner Eric Henline motions to table the amended interlocal agreement until DSISD can provide the City with more information regarding revenues and expenses, to include a six month notice of intent to end the agreement, and to institute a September 1st Annual Report date. Commissioner Robert Hayden seconds. VOTE: 5-0 in favor, motion passes. 2  D. Proposed Founders Memorial Park Improvements/Maintenance Items 1. Possible Improvements/Maintenance Items 2. Possible Donation from Dripping Springs Rotary Club Mary Ellen King, President of the Dripping Springs Rotary Club, presents information about the $10,000 donation the DSRC is considering offering the City for improvements at the Founders Memorial Park. Commissioner Wade King motions to recommend that City Council accept the Donation Agreement between the City and the Dripping Springs Rotary Club that includes how they can assist with inkind donations pertaining to improving the playscape, and incorporating ADA accessible sidewalks and ADA accessible swings. Commissioner Eric Henline seconds. VOTE: 5-0 in favor, motion passes. E. Review of Applications to fill the Parks and Recreation Commission Vacancy, City Representative – Commission Chair Robbie Zamora and Commission Vice Chair Eric Russell will interview the applicants by August 31, 2015 with the intention of having a recommendation for appointment by the September 8, 2015 City Council meeting.
