Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, September 14, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) VACANT (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora called the meeting to order at 6:05pm. All present. II. EXECUTIVE SESSION The Parks and Recreation Commission for the City of Dripping Springs has the right to adjourn into executive session at any time during the course of this meeting to discuss any matter as authorized by Texas Government Code Sections 551.071 (Consultation with Attorney), 551.072 (Deliberations about Real Property), 551.073 (Deliberations about Gifts and Donations), 551.074 (Personnel Matters), 551.076 (Deliberations about Security Devices), and 551.086 (Economic Development). III. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. David Brandon – States that notice was not provided as required by ordinance (did not state which notice to which he is referring). IV. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, August 10, 2015 – Commission Vice Chair Eric Russell motions to approve the minutes. Commissioner Wade King seconds. VOTE: 6-0 in favor, motion passes. V. PARKLAND DEDICATION PLANS A. Parkland Dedication for Paisano Country Homes Subdivision, Located at 13400 Paisano Trail, JP and LP Rentals LLC, Applicant 1. Presentation - Joe Peter, Applicant. Rex Baker, Applicant’s Attorney. 2. Staff Report – City Administrator Michelle Fischer provides an overview of Brent Luck’s (Parks Consultant) staff report, which is on file. Staff recommends that the City accept Cash-in Lieu of the parkland being proposed or to accept it as private parkland and require 50% Cash-in Lieu. 3. Public Hearing – Kendra Vu – Elder Hill resident and grew up in Dripping Springs. She is happy there is a place at Elder Hill where people who can’t afford $300,000 homes can still live. Page 1 of 3  Dave Edwards – Works with an affordable housing group and hopes the city will consider the cash-in lieu option or something that will not make it less affordable for the landowner, so he won’t have to charge more in rent. Wendy North – Lives on High Sierra. States that she went to view the park at Elder Hill, the landowners other property, but the park was basically dirt, wrecked car and a gas can, which could be dangerous to children. If that park is not maintained, there is no guarantee he will maintain the Paisano park. Jeff Jackson – Lives on High Sierra. He supports affordable housing and there are places in Hays County that are affordable. Big Country has large lots that are the parks and our community does not need this park and is zoned against it. Dwight Cassell – Has lived in Big Country for many years and thinks the city and the county should get together to construct affordable housing through revenue bonds in a better area with lower rent than he plans to charge. Paula Britton – This is in a deed restricted community that does not allow this in our community. There will be litigation and this slum will be poorly built, have cars that don’t work, no maintenance, will increase traffic issues, and remove bird habitat. This will be a low income slum. Earle Britton – Lives on High Sierra. This will break deed restrictions and the park board must see that there is not room in this development to have a quality park. This type of development should be in a mixed use, commercial area. Homero De La Cruz – President of the neighborhood association. The park doesn’t belong there. He is working it in so he can reach his big picture which is the development. I believe in affordable housing, but this will devalue our property. A community within a community doesn’t work. Terri White – Elder Hill resident. I’m a single person and it has been difficult to find affordable housing in the Dripping Springs area. The park area they have is great and the kids who live there enjoy it. There is an open area for me to train dogs. It’s a nice area and he is careful about who he allows in, it is a great community. Anna Carroll – Elder Hill resident. We moved to that community to get out of the city and we love it. The kids love the community, we are happy with our landlord. Cindy Cuellar – Elder Hill resident. The children are happy, there is a pond, he protected the trees in the area, he has cleaned up the area so much since it was built. The park is great, the pond, wildlife, creek, etc. is great. Supports him getting another property. 4. Parkland Dedication Plan - Commissioner Robert Hayden motions to accept the land as private parkland at 50% credit and request cash-in lieu for the remainder. Commission discusses the recommendations, park maintenance issues, and the appropriateness of that area for a quality public park. Commissioner Rich Moore seconds. VOTE: 3-2-1 in favor, Commissioners Eric Russell and Eric Henline vote Nay, Commissioner Wade King abstains, motion passes. Page 2 of 3  VI. BUSINESS Consideration and Possible Action On: A. Amendment to the Interlocal Agreement between the City of Dripping Springs and the Dripping Springs Independent School District for Founders Memorial Park Pool and Pavilion – Commissioner Eric Russell motions to approve the Amended Agreement. Commissioner Wade King seconds. VOTE: 6-0 in favor, motion passes. B. Proposed Founders Memorial Park Improvements/Maintenance Items 1. Possible Improvements/Maintenance Items – no action taken 2. Dripping Springs Rotary Club Project to Benefit Founders Memorial Park – no action taken C. Request from Friends of the Pound House Foundation to Lease Parking Areas in Founders Memorial Park for Special Events – no action taken D. Report on FY 2016 Parks Budget Request– no action taken VII. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program.
