Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, October 19, 2015, beginning
at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA)
Robert Hayden (CODS) Rich Moore (DSISD)
Wade King (CODS) Ron Jones (DSISD)
Eric Henline (DSISD) David Douglas (CODS)
City Staff/Appointed Officials: Michelle Fischer, City Administrator
Commission Chair Robbie Zamora calls the meeting to order at 6:00pm. All present except
Commissioners Robert Hayden, Ron Jones and Rich Moore.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish a
time limit on each citizen wishing to speak. No one speaks.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, September 14, 2015 – Commission Vice Chair Eric
Russell motions to approve the minutes. Commissioner Eric Henline seconds. VOTE: 5-0 in
favor, motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Request from Friends of the Pound House Foundation to Use Parking Areas in Founders
Memorial Park for Special Events on November 21, 2015 and April 2, 2016 (Sponsor:
Councilman King)
1. Staff Report – City Administrator Michelle Fischer, report on file. Staff recommends
approval of the request with the following conditions: the Friends of the Pound House
provides a certificate of insurance that covers the City and park property for the dates of the
events; they shall not use the parking spaces in front of the pool, playground, and pavilion;
they shall submit a parking plan for the events that is reviewed and approved by Director of
Public Works and Development Rick Coneway.
2. Request to Use Parking Areas – Commissioner Eric Henline motions to approve the
request. Commission Vice Chair Eric Russell seconds. VOTE: 5-0 in favor, motion passes.
V. PARKLAND DEDICATION
Consideration and Possible Action On:
A. Caliterra, Phase 2 Preliminary Plat Parkland Dedication and Master Parks & Open Space Plan
1. Presentation – Peter Dufrene, RVI Planning
2. Staff Report – Code Enforcement Manager Jon Thompson, report on file. Staff
recommends approval.
3. Public Hearing – No one speaks.

4. Parkland Dedication and Compliance with Master Parks and Open Space Plan –
Commissioner Eric Henline motions to approve. Commission Vice Chair Eric Russell
seconds. VOTE: 5-0 in favor, motion passes.
