Parks and Recreation Commission Regular Meeting Minutes A Parks and Recreation Commission Regular Meeting of the Board of Trustees of City of Dripping Springs was held Monday, November 9, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Commission Chair Robbie Zamora calls the meeting to order at 6:00pm. All present except Commissioner David Douglas and City Administrator Michelle Fischer. Also present is Planning Director Jon Thompson. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. No one speaks. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, October 19, 2015 – Commission Vice Chair Eric Russell motions to approve the minutes. Commissioner Wade King seconds. VOTE: 7-0 in favor, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Parkland Dedication for Parten Ranch Subdivision Development Agreement between the City of Dripping Springs and HM Parten Ranch, LP., located at 16000 Farm to Market 1826 and consists of 532 +/- acres out of the Lamar Moore Survey, Abstract No. 323 and the Seaborn J. Whatley Survey, Abstract No. 18, Hays County, Texas 1. Presentation on Parkland Dedication – Stephan Pharis, Applicant 2. Staff Report on Parkland Dedication (Brent Luck) – Parks Consultant Brent Luck, report on file. Staff recommends approval. 3. Public Hearing on Parkland Dedication – No one speaks. 4. Variance Request from Parkland Dedication Ordinance, Sec. 28.03.008 Criteria for dedication (a) At least one parcel to be dedicated must be of acceptable shape and contain a minimum of twenty percent (20%) of the total parkland acreage to be designated 5. Parkland Dedication Commission discusses planned amenities, trails, traffic, flooding, and lighting. Commissioner Wade King motions to approve the Variance Request and Parkland Dedication. Commissioner Rich Moore seconds. VOTE: 7-0 in favor, motion passes. Page 1 of 2 V. Appointment of Parks and Recreation Commission Members to Specific Parks for Oversight and Reporting Commissioner Rich Moore motions to appoint Commissioners to the following parks for oversight and reporting: Charro Ranch Park: Robert Hayden and Rich Moore Founders Memorial Park: Ron Jones Dripping Springs Ranch Park: Rich Moore and Ron Jones Sports and Recreation Park: David Douglas and Eric Russell Veterans Memorial Park/The Triangle: Wade King Commissioner Wade King seconds. VOTE: 7-0 in favor, motion passes. VI. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Charro Ranch Park - Robert Hayden C. Founders Memorial Park - Robbie Zamora and Eric Henline D. Dripping Springs Ranch Park - Rich Moore E. Sports & Recreation Park - Eric Russell F. Veterans Memorial Park/The Triangle - Wade King G. Farmers Market Monthly Report - Market Manager H. Parkland Dedication Ordinance Committee - Melody Mitchell I. Skate Park Advisory Committee - Eric Henline VII. ANNOUNCEMENTS A. Regular Farmers Market Association Board, November 10, 2015 at 10:00am B. Regular City Council Meeting, November 10, 2015 at 7:00 p.m. C. Regular Parks & Recreation Commission Meeting, December 14, 2015, at 6:00 p.m. VIII. ADJOURN – Commissioner Rich Moore motions to adjourn the meeting. Commissioner Eric Henline seconds.
