Parks and Recreation Commission Regular Meeting Minutes A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, December 14, 2015, beginning at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas. I. MEETING CALLED TO ORDER AND ROLL CALL Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA) Robert Hayden (CODS) Rich Moore (DSISD) Wade King (CODS) Ron Jones (DSISD) Eric Henline (DSISD) David Douglas (CODS) City Staff/Appointed Officials: Michelle Fischer, City Administrator Kerri Craig, City Secretary Gina Gillis, City Treasurer Lynne Dickinson, Dripping Springs Ranch Park Manager Commission Vice Chair Eric Russell calls the meeting to order at 6:03pm. All present except Commissioners Robbie Zamora, Rich Moore, Ron Jones, and Eric Henline. II. PRESENTATION BY CITIZENS Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to speak shall do so after being recognized by the Chair. The Chair and Commission may establish a time limit on each citizen wishing to speak. Mayor Todd Purcell states that he and the City appreciates the service of the Parks and Recreation Commission members. III. CONSENT ITEMS Discussion and Possible Action Regarding: A. Approval of Regular Meeting Minutes, November 9, 2015 – Commissioner David Douglas motions to approve the minutes. Commissioner Wade King seconds. VOTE: 4-0 in favor, motion passes. IV. BUSINESS Consideration and Possible Action On: A. Discussion Regarding a Request from Dripping Springs Youth Sports Association to Use the UIL Baseball Field and UIL Softball Field at Sports and Recreation Park. Commission discusses the request and the current leases and agreements for the Park. No action taken B. Discussion Regarding the Dripping Springs Ranch Park Master Plan Committee. Commission discusses the new Committee. No action taken. C. Discussion Regarding the FY 2015 Year End Parks Budget and the FY 2016 Parks Budget. Commission discusses the budgets. No action taken. V. REPORTS The following updates relate to the planning and administration of the City's Parks & Recreation Program. No Action to be Taken: A. Revenues and Expenses Monthly Report - Gina Gillis, City Treasurer B. Charro Ranch Park - Robert Hayden and Rich Moore Page 1 of 2 C. Founders Memorial Park - Eric Henline and Ron Jones D. Dripping Springs Ranch Park - Rich Moore and Ron Jones E. Sports & Recreation Park - Eric Russell and David Douglas F. Veterans Memorial Park & Triangle - Wade King: Commission recommends staff research establishing a committee to coordinate and improve Christmas lighting in the City. G. Farmers Market Monthly Report - Market Manager H. Parkland Dedication Ordinance Committee - Melody Mitchell I. Skate Park Advisory Committee - Eric Henline VI. ANNOUNCEMENTS A. Regular Parks & Recreation Commission Meeting, January 11, 2016, at 6:00 p.m. B. Regular Farmers Market Association Board, January 12, 2016 at 10:00am C. Regular City Council Meeting, January 12, 2016 at 7:00 p.m. VII. ADJOURN – Commissioner Robert Hayden motions to adjourn the meeting. Commissioner David Douglas seconds.
