Parks and Recreation Commission Regular Meeting Minutes
A regular meeting of the City of Dripping Springs Parks and Recreation Commission was held Monday, January 11, 2016, beginning
at 6:00 PM in the City Hall, 511 Mercer Street, Dripping Springs, Texas.
I. MEETING CALLED TO ORDER AND ROLL CALL
Robbie Zamora, Chair (DSYSA) Eric Russell, Vice Chair (DSYSA)
Robert Hayden (CODS) Rich Moore (DSISD)
Wade King (CODS) Ron Jones (DSISD)
Eric Henline (DSISD) David Douglas (CODS)
City Staff/Appointed Officials:
Michelle Fischer, City Administrator
Kerri Craig, City Secretary
Commission Chair Robbie Zamora calls the meeting to order at 6:00pm. All present except
Commissioners Robert Hayden, Ron Jones and David Douglas.
II. PRESENTATION BY CITIZENS
Discussion open to floor on any subject. No action may be taken by law. Citizens wishing to
speak shall do so after being recognized by the Chair. The Chair and Commission may establish a
time limit on each citizen wishing to speak. Teresa Strube states that the Biking Club should use
the trails at Sports and Recreation Park, and that more resources should be used to improve the
trails at Sports and Recreation Park.
III. CONSENT ITEMS
Discussion and Possible Action Regarding:
A. Approval of Regular Meeting Minutes, December 14, 2015 – Commission Vice Chair Eric
Russell motions to approve the minutes. Commissioner Rich Moore seconds. VOTE: 5-0 in
favor, motion passes.
IV. BUSINESS
Consideration and Possible Action On:
A. Heritage Development Concept Plan for Parks and Open Spaces Presentation, Sean Compton,
TBG – Sean Compton provides the presentation. Commissioner Wade King motions to
approve the concept plan. Commissioner Rich Moore seconds. VOTE: 5-0 in favor, motion
passes.
B. Dripping Springs Farmers Market Master Sign Plan, Marianne Simmons, Dripping Springs
Farmers Market Association Board President – Board Chair Marianne Simmons presents.
Commissioner Rich Moore motions to approve the variances and the Master Sign Plan.
Commissioner Eric Henline seconds. VOTE: 5-0 in favor, motion passes.
C. Request from Dripping Springs Independent School District Middle School & High School
Mountain Biking Club for the Construction, Designation, and Use of Bicycle Trails at
Dripping Springs Ranch Park, Lance Thornton, Team Coach – Lance Thornton states that they
would like to use the trails at the Dripping Springs Ranch Park (DSRP) for mountain biking.
Commission discusses the use of the trails. City Administrator Michelle Fischer recommends
allowing the DSRP Manager Lynne Dickinson to work with the group to establish trail use,
designation maps, maintenance agreements, rules and policies. Commissioner Rich Moore

motions to approve and endorse the request and directs staff to pursue the request according to
staff’s recommendation. Commissioner Wade King seconds. VOTE: 5-0 in favor, motion
passes.

The following updates relate to the planning and administration of the City's Parks &
Recreation Program. No Action to be Taken:

Chair Eric Russell seconds. VOTE: 5-0 in favor, motion passes. Meeting adjourns at 7:04pm.
